الحكم الراشد كآلية لتفعيل دور الجماعات المحلية في تحقيق التنمية بمناطق الظل- دراسة حالة بلديات دائرة الحمادية ولاية برج بوعريريج

الملخص
تهدف هذه الدراسة إلى إبراز دور الحكم الراشد في تفعيل وتعزيز دور الجماعات المحلية في تحقيق التنمية بمناطق الظل في الجزائر، آخذين بذلك تجربة بلديات دائرة الحمادية ولاية برج بوعريريج كعينة لهذه الدراسة، ومن أجل ذلك تم الاعتماد على المنهج الوصفي التحليلي لوصف وتحليل كل مكونات وأجزاء هذه الدراسة. توصلت الدراسة إلى أن بلديات دائرة الحمادية بولاية برج بوعريريج تفتقر إلى التسيير العقلاني والرشيد لمختلف المرافق العمومية والموارد المالية التي تزخر بها هذه البلديات، وهو ما أدى إلى ظهور مناطق الظل التي عمقت من الفوارق الاجتماعية والاقتصادية بين سكان هذه المناطق؛ كما توصلت أيضا إلى أن الغياب التام لمؤشرات الحكم الراشد في عمل هذه البلديات، عكسته قلة المشاريع المبرمجة لتنمية هذه المناطق، وانحصارها في قطاعات ضيقة ومحدودة، إضافة إلى تفاوتها من بلدية إلى أخرى بنفس الدائرة. This study aims to highlight the role of good governance in activating and strengthening the role of local communities in achieving development in the shadow areas in Algeria, taking the experience of the municipalities of the Hammadia district, Bordj Bou Arreridj province as a sample for this study, and for that the descriptive analytical method was relied on to describe and analyze all the components and parts of this study. The study concluded that the municipalities of the Hammadia district in the wilaya of Bordj Bou Arreridj lack rational and rational management of the various public facilities and financial resources that these municipalities abound in, which led to the emergence of shadow areas that deepened the social and economic differences between the residents of these areas. It also concluded that the complete absence of indicators of good governance in the work of these municipalities was reflected in the lack of projects programmed to develop these areas, and their confinement to narrow and limited sectors, in addition to their disparity from one municipality to another in the same district.
