التداعيات الاجتماعية والاقتصادية لاستخدامات تقنيات الذكاء الاصطناعى وأثرها على حقوق الإنسان فى العالم العربى رؤية استشرافية

الملخص
الملخص سعى البحث للتعرف على التداعيات الاجتماعية والاقتصادية المصاحبة لاستخدامات تقنيات الذكاء الاصطناعى فى العالم العربى وآثاره المختلفة على حقوق الإنسان، وذلك فيما يتعلق بالحق فى العمل والتعليم والصحة من خلال مستقبل الوظائف وطبيعتها والفجوة بين الجنسين والتقدم المحرز فى هذه الحقوق بغية تحقيق أهداف التنمية المستدامة التى تعمل كل دولة جاهدة فى الوصول لها، بجانب تحقيق الصالح العام وعدم تخلى أحد عن الركب فى عالم الذكاء الاصطناعى. توصل البحث لنتائج مهمة من أبرزها التداعيات الاجتماعية والاقتصادية التى تمس حقوق الإنسان وتضره بشكل مباشر فيما يتعلق بالتوظيف ومستقبل العمل وطبيعته فى ظل التقنيات التكنولوجية للذكاء الاصطناعى والروبوتات، فعلى الرغم من التقدم المحرز فى استخدام الروبوتات فى المجال الطبى والتعليمى إلا أن استخداماتها محفوفة بالمخاطر التى تقع على المرضى نتيجة عدم تأمين اختبارات الروبوتات بشكل آمن، كما أنه فى مجال المساواة بين الجنسين أكدت النتائج على أن تقنيات الذكاء الاصطناعى تزيد من الفجوة بين الجنسين الذكور والإناث فى القدرة على النفاذ للإنترنت وامتلاك التكنولوجيا الحديثة. - طرح البحث رؤية استشرافية لاستخدامات الذكاء الاصطناعى فى العالم العربى تجمع ما بين التطور التكنولوجى والبيئة المادية والدخول فى عالم الذكاء الاصطناعى، وسبل مراعاة خصوصية المجتمعات العربية ومواطنيها، وتلافى التداعيات المختلفة التى تمس حقوق الإنسان فى هذه المجتمعات، فيما يتعلق بالأبعاد الاجتماعية والاقتصادية بغية تحقيق بيئة آمنة لامتلاك هذه التكنولوجيا مع وضع قواعد ومعايير تنظم استخدامها وتراعى الاستثمار فى الرأسمال البشرى وحقوقه. اشتملت هذه الرؤية على عدة مستويات: المستوى الأول: تجهيز البنية التحتية المادية، الثانى: تهيئة المجتمعات والأفراد، والمستوى الثالث: وضع القواعد الأخلاقية والقانونية. he Social and Economic Implications of the Uses of Artificial Intelligence Technologies and it's Impact on human rights in the Arab world Forward - looking Vision. Summary The research sought to identify the social and economic repercussions associated with the uses of artificial intelligence technologies in the Arab world and its various effects on human rights, with regard to the right to work, education and health through the future and nature of jobs and the gender gap and the progress made in these rights in order to achieve the goals of sustainable development that work all A country striving to reach it, in addition to achieving the common good and leaving no one behind in the world of artificial intelligence. The research reached important results, the most prominent of which are the social and economic repercussions that directly affect and harm human rights with regard to employment, the future of work and its nature in light of the technological techniques of artificial intelligence and robots. Patients as a result of not securing robotic tests safely, and in the field of gender equality, the results confirmed that artificial intelligence techniques increase the gap between males and females in the ability to access the Internet and own modern technology. The research presented a forward-looking vision for the uses of artificial intelligence in the Arab world that combines technological development with the physical environment, entry into the world of artificial intelligence, ways to take into account the privacy of Arab societies and their citizens, and to avoid the various repercussions affecting human rights in these societies, with regard to the social and economic dimensions in order to achieve an environment It is safe to own this technology, while establishing rules and standards that regulate its use and take into account investment in human capital and its rights. This vision included several levels: the first level: preparing the physical infrastructure, the second: preparing communities and individuals, and the third level: setting ethical and legal rules.
