الملخص
إن حل إشكالية التنمية وتجاوز الأزمة النفطية الحالية في الجزائر يقتضي أساسا تسييرا أمثلا لمواردها الطبيعية بصفة عامة ومواردها النفطية على وجه التحديد،اعتبارا لخصوصية هذا المورد الذي يمثل ثروة ناضبة من جهة ، وكذا تراجع أسعاره بشكل كبير الأمر الذي ترتب عليه تراجع الموارد المالية للدولة من جهة ثانية . إن حق الأجيال المقبلة في العيش و الرقي و الازدهار، يتطلب وضع جديد يبنى فيه الاقتصاد على تنوع المصادر وتنوع الأنشطة الإنتاجية، أي الانتقال من اقتصاد قائم على استغلال الموارد الناضبة إلى اقتصاد جديد يخلق الثروة وينمي الموارد. The solution to the problem of development and overcoming the current oil cris is in Algeria requires mainly the proper management of its natural resources in general and it soil resources in particular, considering the specificity of this resource, whichre presents a depleted wealth on the one hand, and the decline of its prices significantly, a second . The right of future generations to live and prosper requires a new situation in which the economy is built on the diversity of resources and the diversity of productive activities, that is, the transition from an economy based on the exploitation of scarce resources to a new economy that creates wealth and develops resources.
