الملخص
السياسة النقدية في البلدان المغاربية مبنية على السياسات النقدية التقليدية، التي تُعارض في الكثير من منتجاتها الأسسَ الشرعية التي تُحرم مبدأ الربا، الذي تقوم عليه البنوك المركزية المغاربية؛ ولأجل إدماج المؤسسات المالية الإسلامية في الاقتصادات المغاربية يلزم فتح نوافذ نقدية إسلامية متوافقة مع الشريعة. لهذا قامت هذه الدراسة على المنهج الاستقرائي بجمع الأسس النقدية التقليدية، وبيان وجه تطويرها على الأسس الإسلامية، ثم المنهج التحليلي بتحليل هذه الأسس، ثم المنهج الاستنباطي للخروج برؤية واضحة لإدماج المنتجات النقدية الإسلامية في الوسط الاقتصادي المغاربي. قسمت هذه الدراسة لمقدمة، ومبحثين، الأول: لبيان حالة المؤسسات المالية الإسلامية في المغرب العربي، والثاني: لذكر أسس السياسة النقدية للبنوك المركزية المغاربية والبدائع الإسلامية الكفيلة لإدماج المؤسسات المالية في الاقتصاديات المغاربية، ثم خاتمة تضمنت أهم النتائج والتوصيات، مع قائمة للمراجع والمصادر. Monetary policy in the Maghreb countries is based on traditional monetary policies, which in many of their products oppose the legitimate foundations that prohibit the principle of usury, upon which the Maghreb central banks are based. In order to integrate Islamic financial institutions into the Maghreb economies, it is necessary to open Islamic monetary windows compatible with Shariah. That is why this study was based on the inductive approach, by collecting the traditional monetary foundations, and showing the way to develop them on Islamic foundations, then the analytical method by analyzing these foundations, then the deductive method to come up with a clear vision for the integration of Islamic monetary products into the Maghreb economic center. This study was divided into an introduction and two sections, the first section : to show the state of Islamic financial institutions in the Maghreb, and the second topic : to mention the foundations of the monetary Policy of the Maghreb central Banks and the Islamic innovations that guarantee the integration of financial institutions into the Maghreb economies, then a conclusion that included the most important results and recommendations, with a list of references and sources.
