التعاون الدولي الأمني العربي في المجال السياحي

الملخص
صناعة السياحة العربية تمر الآن بمنعطف خطير في ظل ما تعمّ به المنطقة من أحداث سياسية وإرهاب عابرًا للحدود... تتنامى وتتكاثر بسرعة كبيرة تؤدي إلى زعزعة الاستقرار والأمن، وتصيب السياحة العربية بمرض عضال قد لا تبرأ منه، الأمر الذي يستدعي إقرار سياسة أمنية عربية موحدة تحول دون الإضرار بسمعتها أو المساس بالسائح في كافة الدول. يعالج هذا البحث إشكالية تطرح نفسها تتلخص في التساؤل الآتي: ما مدى نجاعة التعاون الدولي العربي في توفير الحماية القانونية والإجرائية في مجال الأمن السياحي؟ وبعد دراسة وتحليل الإشكالية تمّ التوّصل إلى نتائج البحث التي تمثلت في ضبط مفهوم التعاون الدولي الأمني؛ ومن ثمّ تبيان أنواع وأشكال الجرائم السياحية في الدول العربية؛ وأخيرًا استراتيجية التعاون الأمني العربي في مجال الأمن السياحي. The Arab tourism industry is now going through a dangerous turning point in light of the political events and cross-border terrorism prevailing in the region... It is growing and multiplying very quickly, leading to destabilization and security, and afflicting Arab tourism with an incurable disease that may not be cured, which requires the adoption of an Arab security policy Unified regulations that prevent damage to the reputation of tourism or prejudice to tourists in all countries. This research addresses a problem that presents itself and is summarized in the following question: What is the extent of the effectiveness of Arab international cooperation in providing legal and procedural protection in the field of tourism security? After studying and analyzing the problem, the results of the research were reached, which consisted in controlling the concept of international security cooperation; And then showing the types and forms of tourism crimes in the Arab countries; Finally, the Arab security cooperation strategy in the field of tourism security.
