نظام البناء والتشغيل ونقل الملكية (b.o.t) كآلية لتمويل مشاريع البنية التحتية

الملخص
يعتبر نظام البناء والتشغيل ونقل الملكية والذي يعرف بنظام B.O.Tاحد أهم نماذج الشراكة بين القطاع العام والقطاع الخاص في مجال تمويل مشروعات البنية التحتية، وهو نتاج للعولمة الاقتصادية وترسيخا للنظام الليبرالي، حيث يقوم القطاع الخاص من خلال شركة المشروع ببناء وتشغيل مرفق عام ما واستغلاله لفترة محددة على يتم إعادة المشروع إلى الدولة دون أي مقابل. وقد أتاح نظام الB.O.T للدولة مواصلة عملية التنمية من خلال تشييد مرافق جديدة دون تحميل الموازنة العامة أعباء مالية ودون اللجوء للقروض الخارجية، وبتوجيه مواردها المالية نحو القطاعات الحيوية والإستراتيجية كقطاع الصحة والتعليم، وللقطاع الخاص معدلات ربحية مقبولة طيلة فترة تشغيل المشروع. The system of construction, operation and transfer of ownership; which is known as the B.O.T system, is one of the most important model of partnership between the public and the private sector in financing infrastructure projects. It’s a product of economic globalization and liberal system where the private sector can build, run and exploit a facility for a specific period, but have to return the project to the state without any profit. The B.O.T system has allowed the state to continue the process of development through the construction of new facilities without overload the financial budget charges and without recourse to external loans, and direct the state’s financial resources toward the vital and strategic sectors such as health and education. The private sector has acceptable rates of profitability during the period of operation of the project.
