مناخ الأعمال في الجزائر والمغرب وتونس: دراسة مقارنة خلال الفترة 2013-2018

الملخص
استهدف هذا البحث مقارنة مناخ الأعمال في الجزائر والمغرب وتونس خلال الفترة 2013-2018، باستعمال ثلاثة مؤشرات: مؤشر ممارسة أنشطة الأعمال، ومؤشر التنافسية العالمية، ومؤشر ضمان لجاذبية الاستثمار. واستنتج البحث ضعف بيئة الأعمال في هذه الدول مقارنة بغيرها من الدول؛ ذلك أن ترتيبها العالمي يتواجد في الثلث الأخير من مجموع الدول التي شملتها المؤشرات الثلاثة السالفة الذكر، حيث تبين تقهقر تونس في المؤشرات الثلاثة والجزائر في مؤشرين والمغرب في مؤشر واحد من المؤشرات الثلاثة المعتمدة في هذه الدراسة. Abstract This research aimed to compare the business climate in Algeria, Morocco and Tunisia, during the period from 2008 to 2013. The study is based on three main indicators which are, Doing business, The global competitiveness indicator and The attractiveness indicator for investments. The study concluded that the business climate in these countries is precarious compared to other more dynamic regions of the world. The three countries rank in the bottom third of all the countries studied. The ranking shows a regression of Tunisia compared to the three indicators, Algeria drops in two indicators and Morocco in only one. Résumé L’objectif de cette recherche est la comparaison du climat des affaires dans l’Algérie, Maroc et la Tunisie, durant la période allant de 2008 à 2013. L’étude s’appuie sur trois indicateurs essentiels que sont, Doing business, compétitivité mondiale et l’indicateur d’attractivité pour les investissements. L’étude conclue à la précarité du climat des affaires dans ces pays en comparaison d’autres régions du monde plus dynamiques. Les trois pays se classent dans le dernier tiers de l’ensemble des pays qui ont fait l’objet de l’étude. Le classement montre une régression de la Tunisie par rapport aux trois indicateurs, l’Algérie recule dans deux indicateurs et le Maroc dans un seul.
