الصناديق الوقفية بين التأصيل الفقهي والأثر الاقتصادي

الملخص
دارت محاور هذه المقالة حول موضوع من المواضيع المهمة، ألا وهي مسألة إنشاء الصناديق الوقفية خاصة في ظل التطورات الحضارية، التي كان لها الأثر في طرق، وأنواع مؤسسات الاستثمار، حيث يعتبر الوقف من أهم الوسائل التي تساهم في تحقيق متطلبات المجتمع، وحتى يؤدي الوقف دوره لابد من طرق للمحافظة عليه واستثماره، فجاءت فكرة إنشاء الصناديق الوقفية كوسيلة من وسائل استغلال الأوقاف، والمحافظة عليها، وتم التطرق في هذه المقالة إلى تحقيق أهداف منها إعطاء مفهوم دقيق للصناديق الوقفية، وبيان الأحكام الفقهية المتعلقة بإنشائها، وختمت بالوقوف عند أهم الآثار الاقتصادية المترتبة من إنشاء الصناديق الوقفية وخلصت إلى عدة نتائج من أهمها أن الصناديق الوقفية من بين الوسائل التي تساهم في إحياء سنة الوقف، والتي تقوم بدور تمويلي خاصة المشاريع الصغيرة أو المتناهية في الصغر التي تساهم في مكافحة الفقر. Abstract: The axes of this article revolved around one of the important topics which is the issue of establishing Waqf funds, especially in light of the civilizational developments, which had an impact on the ways and types of investment institutions. So, Waqf is one of the most important means that contributes to achieve the requirements of the society. As Waqf plays its role, there must be ways to preserve and invest it. As a result, the idea of establishing Waqf funds came as means of exploiting Waqf and preserving them. This article is directed to realise the following aims: giving exact definition of Waqf funds, an explanation of the jurisprudence provisions related to its establishment and I concluded to several results, the most important of which is that Waqf funds are among the means that contribute to the revival of Waqf sunah, which play a financing role, especially small or micro projects that contribute to the fight against poverty.
