الملخص
ملخص: الاقتصاد الجزائري منذ الاستقلال إلى اليوم بمجموعة من التحولات، وكانت في كل مرَّة تتم باسم الإصلاح، وتوالت الإصلاحات من مرحلة إلى أخرى إلى درجة كادت أن تتحول فيها إلى "إصلاح الإصلاح". بعد سنة 2000 كان للدولة ( السلطة العامة ) توجه مخالف ومغاير لما مورس من قبل، فارتأت بأن يكون لها دور أكبر في توجيه الاقتصاد بل أن تكون صانعة للتنمية الاقتصادية . من خلال برنامج الإنعاش الاقتصادي و المكمل بدعم النمو الاقتصادي و التجديد الريفي. ركزت فيه أولا على تخفيف حدة آثار وانعكاسات التصحيحات الهيكلية التي قامت بها بتدخل المؤسسات المالية الدولية، وثانيا حددت فيه الهدف بمكافحة الفقر وإنشاء مناصب الشغل وتحقيق التوازن الجهوي وإعادة إنعاش الاقتصاد الوطني . إلا أن الواقع أعطى نتائج أقل مما كان مسطرا له وهذا ما يستوجب اعادة النظر و المراجعة الواقعية ،من اجل تحقيق استدامة لهذه التنمية في ظل الرشادة الاقتصادية. Abstract: The Algerian economy knew a set of transformations since its independence, under the designation of "reform". this reforms rolled from one phase to another in where it known as "the reform of reforms". After 2000, the country presented as the public authority, takes a contrary orientation to what practiced before, in order to striving to have a greater role in guiding the economy, and to be the maker of economic development. Through economic rehabilitation program, supplementing by the support of economic growth and rural renovation. Firstly, it focusing on reduction of structural corrections effects and implications undertaken by the intervention of the international financial institutions, Secondly, it aims to combating poverty, create jobs in order to achieve a regional balance and revitalization of the national economy. However the fact gave the results which are lower than underlined, all this, necessitates the revision and reconsideration realistic in order to achieve sustainable development under the effectiveness and rational economy.
