الملخص
ملخص: هدفت الدراسة الحالية إلى معرفة كيفيات الدمج المدرسي للأطفال المعاقين ذهنيا في ضوء الخلفية التشريعية القانونية،حيث نادت المؤتمرات الدولية وجمعيات حقوق الإنسان، وصدور قرارات ومناشير، وقوانين تبرز حقوق الطفل المعاق، والجزائر من بين الدول التي رسمت الأقسام المدمجة في المدارس العادية بعد صدور المرسوم الوزاري المشترك بين وزارة التربية الوطنية ووزارة التضامن الوطني المؤرخ في 13 مارس 2013. ومن خلال الزيارات الميدانية والمقابلات مع المسؤولين والمشاهدات، ومن خلال المنهج النوعي وباستخدام منهجيات واستراتيجيات المنهج الوصفي التحليلي لأدبيات الموضوع والدراسات السابقة خلصت الدراسة إلى الاستنتاج التالي :لا يزال نظام الدمج بعيدا عن الأهداف المرجوة منه نظرا للعديد من المعوقات منها عدم التخطيط المسبق، عدم تكوين المعلمين نقص المصادر المادية والتقنية وتهميش الفئة في المجتمع بالرغم من الجهود المبذولة من طرف الدولة من خلال وضع القرارات والتشريعات والاتفاقيات الدولية لحقوق الإنسان ،وهذا ما شكل عقبة أمام إحداث التقدم المطلوب. الكلمات المفتاحية : الدمج ؛ الدمج المدرسي؛ الاحتياجات الخاصة ؛ المعاقين ذهنيا ؛ التشريعات القانونية. Abstract: The aim of the present study is to know how to integrate children with mental disabilities in the light of the legal background. of the pension system. International conferences and human rights associations, resolutions and leaflets s rights ,laws highlighting the rights of disabled children, and Algeria is among the States that have drawn the integrated sections of ordinary schools following the ministerial decree of 13 March 2013 between the Ministry of National Education and the Ministry of National Solidarity. Through field visits, interviews with officials and viewers, through the qualitative curriculum and using methodologies and strategies of the analytical descriptive curriculum of the subject's literature and previous studies, the study concluded the following results: the integration system is still far from its intended objectives due to many constraints, including lack of prior planning, lack of teacher composition, lack of material and technical resources and marginalization of the group in society... Despite the State's efforts to develop international ,human rights resolutions, legislation and conventions, this has been an obstacle to the progress required.
