الملخص
يهدف هذا البحث إلى إزالة الغموض عن حقبة مهمة من تاريخ بلاد المغرب القديم ألاهي فترة حكم كركلا(212-217م) ومرسومه، حيث يعتبر موضوعمرسوم كركلا من أهم المواضيع التي أصبحت تشد إليها أنظار الباحثين، قصد البحث والتحري فيه ، باعتباره مصدر مهم في دراسة تاريخ الإمبراطورية الرومانية، حيث بدأت أولى الأبحاث مع إصدار جامعة جيسن بألمانيا لنتائج تحليل بردية عثر عليها بمصرفي بداية القرن 20م لتتوالى بعدها الأبحاث العلمية قصد الدراسة والتحليل، ففي هذا البحث سنسعى إلى معرفة الأسباب، المضمون والأهداف التي سعى إليه من خلال إصدار هذا المرسوم، فمن بين هذه الأسباب إدراك الأباطرة الرومان، أن دوام سيطرة الإمبراطورية في مختلف أقاليمها يكون من خلال استقطاب عناصر أهلية ذات ولاء راسخ، وأن رسوخ ذلك الولاء لا يكون إلا عن طريق الدمج في الثقافة والحضارة الرومانية، لذلك ستكون المواطنة خير أداة لتحقيق مرامي الدولة وترسيخ وجودها، فالمواطنة ترقية اجتماعية سياسية للأفراد والجماعات، كما هي تجسيد التبعية لروما حيث شمل هذا المرسوم مختلف الأقاليم والولايات التي كانت تسيطر عليها الإمبراطورية ومن بينها بلاد المغرب القديم، والذي كان له تأثير كبير في مختلف المجالات السياسية، الاقتصادية، العسكرية والاجتماعية...الخ، وهو بذلك ترقية اجتماعية سياسية للأفراد والجماعات كما هي ترسيخ التبعية لروما، ومن بين هذه المناطق نجد بلاد المغرب القديم، التي كانت جزء لا يتجزأ من الإمبراطورية الرومانية، لذا حاولنا إبراز مدى تأثير هذا المرسوم على المنطقة في مختلف مجالات الحياة . This research aims to demystify an important period in the history of the ancient Maghreb, namely the period of the rule of Caracalla (212-217 AD) and its decree, where the subject of legislation or decree of Caracalla is one of the most important topics that became the attention of researchers, in order to search and investigate it, as an important source in the study of the history of the Roman Empire, where the first research began with the issuance of the University of Gesen university in Germany the results of a papyrus analysis found by a banker at the beginning of the 20th century to follow the research of the scientific purpose of study and analysis. We will seek to know the reasons, the content and objectives sought by issuing this decree, among these reasons the realization of the Roman emperors, that the permanence of the empire's control in its various territories is by attracting civil elements with firm loyalty, and that the consolidation of that loyalty is only through integration into Roman culture and civilization, so citizenship will be the best tool to achieve the goals of the state and consolidate its existence, the promotion of socio-political citizenship for individuals and groups, as is the embodiment of dependency to Rome where This decree covered the various regions and states controlled by the Empire, including the old Maghreb, which had a significant influence in various political, economic, military and social fields... Among these regions is the ancient Maghreb, which was an integral part of the Roman Empire, so we tried to highlight the impact of this decree on the region in various spheres of life.
