السياســـات المنتهجــة في القطاع الفلاحي الجزائري

الملخص
عرف القطاع الفلاحي في الجزائر منذ الاستقلال عدة سياسات فلاحية وقوانين تهدف إلى الاستغلال الأمثل للموارد الطبيعية والبشرية والنهوض بالقطاع ورفع أدائه لتأمين متطلبات السكان، حيث مر القطاع الفلاحي بإصلاحات مختلفة من خلال السياسات الفلاحية المرتكزة بالأساس على توزيع العقار الفلاحي والمطبقة في النظام الاشتراكي (التسيير الذاتي، الثورة الزراعية، إعادة الهيكلة) و نظام اقتصاد السوق المنتهج بداية بسياسة المستثمرات الفلاحية الفردية والجماعية والتي عملت على توزيع و تنظيم أكثر للعقار الفلاحي و لإعطاء دفعة للقطاع الانتاجي الفلاحي جاء المخطط الوطني للتنمية الفلاحية في الألفينات بعديد المشاريع والتسهيلات في إطار برامج الإنعاش الاقتصادي و حاليا سياسة الامتياز والتي تعطي لكل مستثمر التمتع بالقرار والاستقلالية فيما يخص مستثمرته. The agricultural sector in Algeria has known since the independence several of agricultural policies and laws aimed at optimal exploitation of natural and human resources and the advancement of the sector and raising its performance to secure the requirements of the population, as the agricultural sector underwent various reforms through agricultural policies based mainly on the distribution of agricultural real estate and applied in the socialist system (self-management, The agricultural revolution, restructuring) and the market economy system adopted starting with the policy of individual and collective agricultural investments that worked to distribute and organize more for the agricultural real estate and to give a boost to the agricultural production sector. To develop peasants in the 2000s with many projects and facilities within the framework of economic recovery programs and currently the concession policy, which gives each investor the enjoyment of decision and independence regarding his investment.
