الملخص

المستخلص يهدف هذا البحث إلى دراسة دور تطبيق التخطيط الإستراتيجي في تحسين أداء كلية فلسطين التقنية – دير البلح ولتحقيق أهداف الدراسة، استخدم المنهج الوصفي والتحليلي، وتم تصميم استبانة مكونة من (24) فقرة تم توزيعها على مجتمع الدراسة ( الحصر الشامل ) بكلية فلسطين التقنية- دير البلح والممثل بإدارة الكلية العليا ورؤساء الأقسام والإداريين والأكاديميين الذين لهم علاقة بموضوع البحث، والبالغ عددهم (100) عضواً، للفصـل الدراسي الثانـي 2013/2014م وقد استجابوا جميعهم . وخلصت الدراسة إلى نتائج لعل من أهمها: أظهرت الدراسة أنه يوجد دور إيجابي لتطبيق التخطيط الإستراتيجي في تحسين أداء الكلية من خلال التزام إدارة الكلية فيه. وبينت الدور الإيجابي لتطبيق التخطيط الإستراتيجي في تحسين أداء الكلية من خلال نشر ثقافته بما يخدم عملية التخطيط وتطوير فيها. ويوجد دور إيجابي لتطبيق التخطيط الإستراتيجي في تحسين أداء الكلية بوضع هيكل تنظيمي يتناسب مع عملية التخطيط الإستراتيجي. وخلصت الدراسة بمجموعة من التوصيات لعل من أهمها: ضرورة زيادة درجة الاهتمام من إدارات الكلية بتطبيق التخطيط الاستراتيجي لما له أهمية بتطوير وتحسين الأداء فيها. والاهتمام بنشر ثقافة التخطيط الاستراتيجي بين العاملين للوصول إلى كفاءة أداء متميز. وضرورة وضع هيكلية تتناسب والخطة الاستراتيجية للكلية. Abstract This research aims to study the role of the application of strategic planning to improve the performance in Palestine Technical College – Deir El-Balah. The study uses the descriptive analytical approach in route for achieve its purposes; it contains a questionnaire composed of 24 paragraphs, which distributed to the community of the study, exclusively on the higher management members of Palestine Technical College – Deir El-Balah and its department heads, administrators and academics who are involved with the subject matter, totaling (100) members, for the second semester of year, 2013/2014. The following are the most important results: The study shows that there is a positive role for the application of the strategic planning to improve the performance of the college through its’ responsibilities. It showed a positive role for the application of the strategic planning to improve the performance of the college through the spreading of culture in order to serve the planning process and the development of college. There is the role of the application of the strategic planning to improve the performance of the college develop an organizational structure that matching with the strategic planning process. The following are the recommendations: The necessity of increasing the importance of the colleges’ management to apply the strategic planning because of its importance to develop and improve its performance. And interest in spreading the strategic planning culture among labor force to reach the better performance efficiency. And the development of the structure commensurate with the strategic plans of the college.
