الأليات الدولية لمكافحة الفساد

الملخص
لقد عرفت جميع المجتمعات الفساد في كل الأزمنة والعصور وبدرجات مختلفة من الخطورة، ولذلك يمكن القول أن الفساد ظاهرة عالمية ومستمرة، لأنها لا تخص مجتمعا بذاته أو مرحلة تاريخية بعينها. إن وجود ظاهرة الفساد وذيوعها وإنتشارها على النطاق العالمي وكذا الإنتشار المتسارع لموضوع مكافحة الفساد على كافة المستويات الدولية والإقليمية والوطنية، أصبح ظاهرة مثيرة للإنتباه، صاحب ذلك تزايد عدد المنظمات الأهلية الناشطة في هذا المجال وأصبحت فكرة مكافحة الفساد من المسلمات التي لا يجرؤ أي طرف على التقليل من شأنها، إضافة إلى ذلك فإن تبني معظم الهيئات الدولية معالجة هذه المسألة ضمن برامج عملها قد أدى إلى تجذير وترسيخ الفكرة عالميا،حيث أصبح الفساد يتصدر جدول أعمال العديد من المؤسسات الدولية الحكومية وغير الحكومية. الكلمات المفتاحية : الفساد، ،المنظمات الدولية الحكومية العامة الإختصاص، المنظمات الدولية المتخصصة ،منظمة الشفافية الدولية.. Abstract: All societies have known corruption all over the ages in different degrees and in different ways, so it can be said that corruption is a global and persistent phenomenon because it does not belong to a particular society or historical stage. The global presence of this phenomenon and its resurgence, as well as the accelerating spread of the fight against corruption at all international, regional and national levels, has become a striking phenomenon, with the growing number of civil organizations active in this field and the idea of fighting corruption has become a postulates that no one can play down in addition to the fact that most international bodies have embraced this issue within their work programs has led to a worldwide warning and consolidation of the idea, with corruption at the top of the agenda of many intergovernmental and non-governmental institutions.
