التقادم التكنولوجي وتحديات مشاريع الحفظ الرقمي

الملخص
لا يخفى على احد ان لسبل توافر المعلومات دورا هاما في تحقيق التنمية الشاملة في كافة القطاعات المجتمعية، حيث اصبحت أحد أهم موارد تحقيق التميز والريادة في الدول الاكثر تقدما لهذه الأسباب وغيرها، فطنت كثير من الدول الاقل تقدما ومن بينها العربية الى أهمية تأسيس مراكز ومؤسسات معلوماتية للتوثيق والاسترجاع لتكون بمثابة الذاكرة وللاستفادة منها في تنفيذ خطط التنموية، وتأتي الأرشفة الالكترونية في مقدمة مهام تلك المراكز والمؤسسات. اذ ان عملية الرقمنة وحفظ الذاكرة الرقمية تزداد أهميتها وانتشارها يوما بعد يوم، وتزيد ايضا علاقتها بتوازن التوثيق والحفظ من جهة والنفاذ السريع للمعلومات من جهة اخرى، نظرا لأهمية الرقمنة بالنسبة للنفاذ والإتاحة، فكلما زادت مشاريع رقمنة المحتوى زاد الحفظ الرقمي المنظم، وبالتالي يسهل الاسترجاع والنفاذ للمعلومات، فهي تقلل من خطر الفقدان والضياع للذاكرة على المستويين المؤسسي والوطني بالبلاد. ولكن تبقى المشكلة التى تستدعي التدارس هي التقادم التكنولوجي، الذي يعد من بين اهم التحديات التكنولوجيه لمشاريع الحفظ الرقمي، باعتبار ان عملية التوثيق والأرشفة والاسترجاع تمثل الذاكرة التنظيمية، وان وسائط الحفظ والتوثيق الرقمي لم يمض على قِدمها خمسون عاما، حيث انه لم يثبت اي من الوسائط قدرته على حفظ المحتوى الرقمي بشكل توثيقي رقمي لأكثر من عشرين عاما بجودة ونوعية عالية تسمح بالاستخدام على المدى الطويل مستقبلا. لذا تتمحور الدراسة حول ايجاد سبل للتخطي التحديات الآنية والمستقبلية، من اجل المحافظة على الذاكرة الثقافية للبلاد باعتبار ان حماية التراث المجتمعي يشكل دعامة مهمة في مواجهة أخطار العولمةبطبيعة الحال، وتحليل إرهاصات التكنولوجيا الرقمية وتطور الوسائط المعلوماتية كأدوات عصرية، ومن ثم استقراء تأثير وسائط نفاذ وتراسل المعلومات من شبكات والنشر الكتروني والمكتبات وأرشيفات لاورقية...الخ ودورها في اتاحة وحماية التراث الثقافي المجتمعي. Abstract: It is no secret to anyone that the means of information availability has an important role in achieving comprehensive development in all societal sectors, as it has become one of the most important resources for achieving excellence and leadership in the most advanced countries for these and other reasons. For documentation and retrieval to serve as a memory and to benefit from it in the implementation of development plans, and electronic archiving comes at the forefront of the tasks of these centers and institutions. As the process of digitization and preservation of digital memory is increasing in importance and spread day by day, and its relationship also increases with the balance of documentation and preservation on the one hand and rapid access to information on the other hand, given the importance of digitization for access and availability. For information, it reduces the risk of memory loss and loss at the institutional and national levels in the country. But the problem that calls for study remains the technological obsolescence, which is one of the most important technological challenges for digital preservation projects, given that the process of documentation, archiving and retrieval represents organizational memory, and that the means of digital preservation and documentation are not over fifty years old, as none of the media has been proven Its ability to preserve digital content in a digital documentary form for more than twenty years with high quality and quality that allows for long-term use in the future. Therefore, the study revolves around finding ways to overcome current and future challenges, in order to preserve the cultural memory of the country, considering that the protection of societal heritage is an important pillar in facing the dangers of globalization, of course, and analyzing the implications of digital technology and the development of information media as modern tools, and then extrapolating the impact of the means of access and communication of information From networks, electronic publishing, libraries, paperless archives...etc, and their role in providing and protecting the societal cultural heritage.
