الملخص
ملخص: تهدف هذه الورقة البحثية إلى إظهار واقع تطبيق وسائل الدفع الإلكتروني، مع تحديد أهم المفاهيم الأساسية المتعلقة بالدفع الإلكتروني، والإشكالات التي تواجه المتعامل الإلكتروني في الدفع أثناء تسويته للتعاملات الإلكترونية التي قام بها، وفي الأخير خلصنا إلى وجوب تدارك كل النقائص بداية من إصدار قانون معدل لقانون التجارة الإلكترونية 18/05 ليتماشي والتحديات المقبلة ويواكب كل التطورات الحاصلة عالميا في مجال وسائل الدفع الإلكتروني، ونشر ثقافة استخدامها بكل أنواعها وضرورة التعامل بها مع إبراز أهميتها وتذليل الصعوبات والمعوقات والمخاطر التي تواجه المتعاملين.وضرورة معالجة المشاكل العديدة التي تمنع من تفعيل وسائل الدفع الإلكتروني وتحسين خدماتها وذلك لعدة أسباب منها ضعف البنية التحتية وعدم وجود تشريعات قانونية كافية لحماية مثل هذه التعاملات. كلمات مفتاحية: وسائل الدفع الإلكتروني، التعاملات الإلكترونية، الاقتصاد الرقمي، البطاقات البنيكة. Abstract: This research paper aims to show the reality of the application of electronic payment methods, with the identification of the most important basic concepts related to electronic payment, and the problems facing the electronic customer in payment during his settlement of electronic transactions that he made.
