الملخص
يعتمد تأسيس المواطنة على مفهوم المساواة ومبدأ المشاركة في اتخاذ القرارات، وهو مفهوم في حالة تطور مستمرة بحسب المتغيرات الزمانية والمكانية التي تحيط به. تكمن أهميته بالدرجة الأولى في كونه أساسا تقوم عليه الدول الحديثة، وكذا معيارا لممارسة الحقوق والواجبات. ورغم المركز الذي تتمتع به فكرة المواطنة بالنسبة للبناء الدولتي، إلا أنها تصطدم بإشكالية مدى تفعيلها على المستوى العملي حيث لا تزال ممارستها نسبية، حسب المعطيات التي توفرها كل دولة. لذا وجب توفير المناخ السياسي والقانوني والثقافي اللازم، وتطوير الأطر المعيارية، بالإضافة إلى تكريس مختلف الضمانات. Abstract : The establishment of citizenship depends on the concept pf equality and the principle of participation in decision-making, Further more this concept is still in a state of continuous development according to the temporal and spatial changes that surround it. The importance of citizenship represent the foundation on which modern states are built, As well as a standard for the exercise of rights and duties. The idea of citizenship collides with the problem of practice, because on the practical level, it is still relative, according to what each state allows. Therefor, it is necessary to provide the legal, political and cultural environment, and to develop the normative frameworks, and finally to ensure the various guarantees.
