سياسة الخليفة عثمان بن عفان رضي الله عنه مع الولاة من خلال الرسائل (23-35ه)

الملخص
نظرا للسياسة الحكيمة التي انتهجها الخليفة عثمان بن عفان في انتقاء ولاته عم الاستقرار والأمن في الولايات الإسلامية ,فقد كان يبذل النصيحة للولاة من منطلق الأمر بالمعروف ,والنهي عن المنكر ,وهو الأساس الذي تقره الأمة الإسلامية بأكملها ,والذي وردت الأوامر به من خلال الآيات القرآنية والأحاديث النبوية الشريفة التي تحدثت عنه ,وقد دأب الخليفة على الكتابة لولاته باستمرار من أجل ايصال النصيحة لهم. فاستطاع بذلك أن يحدد لولاته معالم السياسة ,التي يجب أن يسيروا عليها ,من اعطاء الحقوق والمطالبة بالواجبات In view of the wise policy pursued by Caliph Othman bin Affan may ALLAH be pleased with him in selecting his governors for stability and security in the Islamic states, he was giving advice to the rulers from the standpoint of enjoining good and forbidding evil, which is the basis that the entire Islamic nation approves of, and whose orders are contained in the Qur’anic verses And the honorable prophetic hadiths that I talked about, and the Caliph has been writing to his servants constantly in order to deliver advice to them. Thus, he was able to define for his guardians the parameters of the policy, which they must follow, from giving rights and demanding duties and fulfilling covenants.
