الملخص
تهدف هذه الدراسة إلى التعرف على أهم العوامل المؤثرة في توجهات السياسة الخارجية لتركيا تجاه المنطقة العربية منذ وصول حزب العدالة والتنمية إلى الحكم سنة 2002، من خلال التركيز على تأثير المتغيرين الاقتصادي النخبوي (كمتغيرين مستقلين) على سلوك تركيا الخارجي (كتغير تابع) تجاه الدول العربية. وقد اعتمدت على المنهج التاريخي والوصفي في تحليل العوامل التي أفضت إلى التوجهات الجديدة لسياسة تركيا الخارجية تجاه المنطقة العربية على المستويين السياسي والاقتصادي. وخلصت الدراسة إلى أن سياسة تركيا الخارجية عامة وتحديدا تجاه الدول العربية، تحكمها مجموعة من العوامل والمحددات، منها ما هو ثابت ومنها ما هو متغير، وقد شكل المحدد الاقتصادي أحد أهم العوامل المؤثرة في العلاقات التركية -العربية، حيث أن المنفعة والمصلحة دافعان أساسيان لمختلف السياسات، كما أنه لا يمكن، إغفال دور العامل الإنساني وتأثير صناع القرار السياسي ونخبة حزب العدالة والتنمية على توجهات سياسة تركيا الخارجية، والدور الذي لعبتــه في إعادة صياغة علاقات تركيا الخارجية شكلا ومضمونا This study aims to identify the most important factors influencing Turkey's foreign policy towards the Arab region since the Justice and Development Party came to power in 2002, by focusing on the impact of elitist economic variables (as independent variables) on Turkey's external behavior (as a dependent change) towards Arab countries. It relied on the historical and descriptive approach in analysing the factors that led to turkey's new foreign policy orientations towards the Arab region at the political and economic levels. The study concluded that Turkey's foreign policy in general and specifically towards the Arab countries, governed by a set of factors and determinants, including what is constant and what is changing, the economic determinant was one of the most important factors affecting Turkish-Arab relations, as benefit and interest are fundamental motives for various policies, and the role of the humanitarian factor and the influence of policymakers and the Justice and Development Party elite on turkey's foreign policy orientations, and the role it played in reshaping Turkey's foreign relations, cannot be overlooked.
