إتاحة الإطلاع على الأرشيف التاريخي للمستفيدين حسب المشرع الجزائري :دراسة تحليلية Providing Access To The Historical Archive For The Beneficiaries According To The Algerian Legislator: An Analytical Study

الملخص
تهدف هذه الورقة البحثية إلى دراسة موضوع إتاحة الإطلاع على الأرشيف حسب المشرع الجزائري: دراسة تحليلية ،و ذلك بالإلمام بكل جوانب هذه العملية الأرشيفية التي تتيح للمستفيد سواء باحث أو من عامة الناس الإطلاع على الأرشيف والاستفادة من الكنوز المعرفية التي تحويها الوثائق الأرشيفية المحفوظة في مختلف مراكز حفظ الأرشيف على مستوى الوطن ،وذلك بالتطرق إلى تعريف الأرشيف وخصائصه ،ومن ثم نبين من هو المستفيد من الإطلاع على الأرشيف وأنواعه ،وصولا إلى تعريف الإطلاع بصفة عامة وطرقه،وفي الأخير تناولنا عملية الإطلاع على الأرشيف حسب ما جاء به المشرع الجزائري،مع عرض تجربتي الشخصية في ميدان الأرشيف وما لاحظته وعشته وله علاقة بموضوع الإطلاع وختمنا بجملة من النتائج والاقتراحات،وأهمها أن المشرع الجزائري حدد الإجراءات الضرورية والوثائق اللازمة لتسيير عملية الإطلاع وحدد عمر الوثائق التي يمكن الإطلاع عليها من طرف المستفيدين من باحثين وغيرهم، أنصف التشريع الجزائري الباحث المحلي والباحث الأجنبي فيما يخص شروط الإطلاع،تخوف المسؤولين على مراكز الأرشيف من إتاحة جميع أنواع الوثائق الأرشيفية التاريخية للإطلاع يحد من رفع نسبة إستغلال الرصيد التاريخي المحفوظ في هذه المراكز. الكلمات المتاحية: الأرشيف.، الإطلاع.،المستفيدين .، التشريع الجزائري Abstract: This research paper aims to study the subject of access to archives according to the Algerian legislator: an analytical study, with knowledge of all aspects of this archival process that allows the beneficiary, whether a researcher or a general public, to view the archive and benefit from the knowledge treasures contained in archival documents preserved in various centers Preserving the archive at the national level, by addressing the definition of the archive and its characteristics, and then showing who is the beneficiary of accessing the archive and its types, up to the definition of access in general and its methods. Personal in the field of archives and what I observed and lived and related to the subject of perusal.
