الملخص

يهدف هذا البحث إلى إظهار أهمية الاستثمار في مجال إعادة تدوير النفايات كأحد التقنيات الحديثة التي تساهم بشكل كبير في تحقيق أبعاد التنمية المستدامة، لما لها من فوائد بيئية وأخرى اقتصادية ما جعل العديد من الدول تنتهج هذا النهج ، إذ هنالك العديد من التجارب الدولية الرائدة في هذا المجال على غرار الصين، سويسرا، الإمارات العربية المتحدة، أما بالنسبة للجزائر رغم أن هنالك نية صادقة للمضي قدما في مجال رسكلة النفايات إلا أن هذه الأخيرة لا تزال محدودة إذ تنتظرها أشوط كبيرة. وقد تم التوصل في هذا البحث إلى جملة من التوصيات أهمها : تعزيز القوانين الموجودة والأخذ بها بصرامة، تشجيع ودعم الدولة الجزائرية للاستثمار في مجال إعادة تدوير النفايات من خلال وضع تسهيلات وتحفيزات للمستثمرين في هذا المجال ، ضرورة إدخال تقنيات حديثة بما يساهم في رفع الانتاجية وخلق أفائق جديدة للاقتصاد، فضلا عن الاستفادة من التجارب الناجحة في هذا المجال، ضرورة تنبيه المواطنين إلى أهمية المحافظة على البيئة التي تغدو من السيئ إلى الأسوأ. Abstract: This research aims to show the importance of investing in the field of waste recycling as one of the modern technologies that contribute significantly to achieving the dimensions of sustainable development because of its environmental and other economic benefits, which made many countries adopt this approach, as there are many leading international experiences in this field. The field is similar to China, Switzerland, and the United Arab Emirates. As for Algeria, although there is a sincere intention to move forward in the field of waste recycling, the latter is still limited, as great progress a waits. In this research, a number of recommendations were reached, the most important of which are: Strengthening the existing laws and adopting them strictly, encouraging and supporting the Algerian state to invest in the field of waste recycling by setting up facilities and incentives for investors in this field, the need to introduce modern technologies in a way that contributes to raising productivity and creating horizons new to the economy. In addition to benefiting from successful experiences in this field, the need to alert citizens to the importance of preserving the environment, which is becoming from bad to worse.
