الملخص

تلعب المؤسسات الصغيرة والمتوسطة دورا هاما ومعتبرا في تحقيق التنمية الاقتصادية للدول، إلا أنها تعاني من العديد المعوقات التي تحول دون إمكانية إنشائها ، ومن بين هذه المعوقات نجد التمويل. تهدف هذه الورقة البحثية إلى التعرف على الفرص التي توفرها برامج دعم وتمويل المؤسسات الصغيرة والمتوسطة في الجزائر، ومن أجل ذلك تم الاعتماد على المنهج الوصفي التحليلي بالاستعانة ببعض المراجع والتقارير الإحصائية الخاصة بوزارة الصناعة والمناجم في الجزائر. وقد تم تقسيم البحث إلى محورين رئيسيين حيث تناول المحور الأول واقع المؤسسات الصغيرة والمتوسطة في الجزائر، أما المحور الثاني فقد خصص لدراسة فرص التمويل التي تمنحها برامج الدعم والتمويل في الجزائر. وخلصت الدراسة إلى مجموعة من النتائج أهمها: -أنه توجد العديد من الفرص التمويلية التي توفرها برامج دعم وتمويل المؤسسات الصغيرة والمتوسطة في الجزائر بغرض تحفيز المستثمرين وخاصة الشباب العاطل للاستثمار في هذه المشاريع. -يوجد ارتفاع في عدد المشاريع الممولة وقيمة المبالغ المخصصة لها من قبل برامج الدعم والتمويل في الجزائر بالنسبة لسنة 2019 مقارنة بسنة 2018. Small and medium enterprises play an important role in achieving the economic development of countries, but they suffer from many obstacles that prevent the possibility of their establishment, and among these obstacles we find financing. This research paper aims to identify the opportunities provided by support and financing programs of small and medium enterprises in Algeria. for that purpose, the descriptive and analytical approach was adopted by using of some statistical references and reports of the Ministry of Industry and Mines in Algeria. The research was divided into two main axes. The first axis was about the reality of small and medium enterprises in Algeria, while the second axis was devoted to studying the financing opportunities offered by support and financing programs in Algeria. The study reached on a set of results, the most important of theme : - There are many financing opportunities provided by support and financing programs of small and medium enterprises in Algeria, with the aim of stimulating investors, especially unemployed youth, to invest in these projects. -There is an increase in the number of projects funded and the value of the sums allocated to them by support and financing programs in Algeria for the year 2019 compared to 2018.
