العناقيد الصناعية في الجزائر أي تطور يطرح؟ - الحظيرة التكنولوجية لسيدي عبد الله نموذجا-

الملخص
ملخص: عالجنا بالوصف والتحليل في دراستنا هذه فكرة العناقيد الصناعية في الجزائر، وهل بالفعل طرحت التنويع الاقتصادي الذي كان مغيب في ضلال الريع البترولي، وكنموذج على ذلك اتخذت الحظيرة التكنولوجية لسيدي عبد الله كافة المشتملات التي استطاعت أن تضيف دفعة قوية أولية نحو تجسيد صورة العناقيد الصناعية، فكقطب تكنولوجي مدعوم بموجب المرسوم التنفيذي 91-04 المتضمن إنشاء الوكالة الوطنية لترقية الحظائر التكنولوجية وتطويرها ويحدد تنظيمها وسيرها، وكذا القانون 02-08 المتعلق بشروط إنشاء المدن الجديدة وتهيئتها، الذي فتح المجال لإنشاء هكذا نوع من المدن الجديدة، ترجم واقعيا بالمرسوم التنفيذي 04-275 المتضمن إنشاء المدينة الجديدة لسيدي عبد الله، فبالرغم من النتائج التي استطاع أن يتوصل لها المشروع إلا أنه اصطدم بجملة من العوائق التي جعلت تحقيق مجمل الأهداف المسطرة صعب نوع ما سواء من الناحية التنظيمية أو القانونية.فحقيقة تجسيدها كمشروع اقتصادي ناجح يتطلب تهئية جغرافية، إقليمية، بيئية لتوطينها، وإطار قانوني يكفل تنظيمها وحسن سيرها. الكلمات المفاتيح: العناقيد الصناعية، الحظيرة التكنولوجية لسيدي عبد الله، التنويع الاقتصادي. Abstract: We dealt with the description and analysis in this study the idea of industrial clusters in Algeria, and has it really proposed the economic diversification that was hidden in the astray of the oil rent, and as an example of that, the technological park of Sidi Abdallah took all the inclusions that were able to add a strong initial impulse towards embodying the image of industrial clusters, as a pole Technological support according to Executive Decree 91-04 containing the establishment of the National Agency for the Advancement and Development of Technological Parks and determines their organization and functioning, as well as Law 02-08 relating to the conditions for establishing and preparing new cities, which opened the way for the establishment of this type of new cities, de facto translated by Executive Decree 04-275 containing the establishment of The new city of Sidi Abdallah, For God, despite the results that the project was able to achieve, it ran into a number of obstacles that made achieving the set objectives somewhat difficult, both from an organizational or legal point of view. its organization and proper functioning. Résumé : Nous avons traité de description et d'analyse dans cette étude l'idée de clusters industriels en Algérie, et a-t-elle réellement proposé la diversification économique qui était cachée dans l'égarement de la rente pétrolière, et à titre d'exemple, le parc technologique de Sidi Abdallah a pris toutes les inclusions qui ont pu ajouter une impulsion initiale forte vers l'incarnation de l'image des grappes industrielles, comme un pôle d'appui technologique selon le décret exécutif 91-04 portant création de l'Agence nationale pour l'avancement et le développement des parcs technologiques et détermine leur organisation et leur fonctionnement, ainsi que la loi 02-08 relative aux conditions d'établissement et de préparation des villes nouvelles, qui a ouvert la voie à l'établissement de ce type de villes nouvelles, traduit de facto par le décret exécutif 04-275 portant création de la ville nouvelle de Sidi Abdallah, Malgré les résultats que le projet a pu atteindre, il s'est heurté à un certain nombre d'obstacles qui ont rendu l'atteinte des objectifs fixés quelque peu difficile, tant d'un point de vue organisationnel que juridique. préparation régionale et environnementale à son installation, et un cadre juridique qui assure sa bonne organisation son cours.
