ملخص : تThe local councils are considered as a link between the state and the citizen, that is why the Algerian and Moroccan legislators tried to adopt administrative decentralization and give local groups great independence in the conduct of their affairs, and they have the right to take decisions in a way that achieves the public interest, and in order to preserve the public interest, the legislator always imposes legitimate control over local authorities to verify their performance, For this reason, the Algerian legislator and Moroccan counterpart tried to reconcile and balance the independence of the elected council and the imposition of commandments on it, and despite the reforms in the laws of local communities in the two countries, in order to achieve good governance, the intensity of administrative control remains an obstacle to the local council in decision-making. y
