مفهوم نمط انتقال السلطة في التحليل السياسي

الملخص
يبقى مفهوم انتقال السلطة من أكثر المفاهيم والمصطلحات إثارة وأكثرها شيوعا وأحد المواضيع الرئيسية في العلوم السياسية ليس لكونه مصطلحا مغريا وجذابا فحسب، وإنما لكونه ظاهرة سياسية غير منتهية ظلت تطرح نفسها باستمرار وتتجدد كل مرة وتمتد بامتداد دوران الحركة الزمنية للنظم السياسية منذ أن تشكلت دولها وسلطاتها، وما ترتب عنها من مجموعة ثوابت ومتغيرات وقيم وأيديولوجيات ظلت تساهم بشكل كبير في رسم نمط البناء السياسي للحكم وتدعم استراتيجيات إدارة وتنفيذ السياسات العامة في النظم السياسية المختلفة. تأتي أهمية استخدام المفهوم في هذا المقال من منطلق محاولة تبيان مضامينه من جهة و توضيح تأثير أنماطه على منظومة وفلسفة الحكم وطبيعة العلاقة بين الدولة ومجتمعها المدني من جهة أخرى في منظور التحليل السياسي ومن منطلق الكشف عن قيمته المعرفية والسياسية. على أساس أن قيمته السياسية يمكن أن تحدث بذلك أداء اجتماعيا وسياسيا متكاملا لدى المجتمع السياسي والمدني تجاه تحقيق المصالح المشتركة، خاصة إذا ما كان مسار نمط انتقال السلطة باتجاه إحداث التغير وتصحيح الأوضاع، وهو النمط السلمي المشارك على عكس الأنماط الأخرى التي تسلك مسار المواجهة واستخدام شتى أساليب العنف المهددة لزعزعة استقرار الدولة وهدم النسق العام. الكلمات المفتاحية: انتقال السلطة، الأنظمة السياسية، المفهوم، الأنماط تصنيف JEL: XN2، XN1. Abstract: This Research paper sheds light on the value and functional role that the pattern of the power transfer can provide on the basis that its value can bring an integrated social and political performance in the political and civil society towards achieving common interests. the political value of the concept can result a social performance between state and civil society towards the common good, especially if the path of the pattern of power transfer is towards bringing about change and correcting the situation, which is the peaceful participating pattern unlike other patterns that follow the path of confrontation and use various The methods of violence that threaten the public order. The importance of using the concept in this article stems from an attempt to clarify the content and content of the concept on the one hand, and to clarify the impact of the authoritarian transition pattern on the system and philosophy of governance and the nature of the relationship between the state and its civil society on the other hand from the perspective of political analysis and in terms of revealing its knowledge and political value.
