التطور التكنولوجي –التقني و انعكاسه على أداء القوة الجوية في الحروب الجديدة Technological-technical Development’s Reflection On The Performance Of “air Power” In New Wars.

الملخص
تهدف الدراسة التالية إلى تسليط الضوء على أهم المواضيع المفصلية في الدراسات الاكاديمية العسكرية الاستراتيجية للقرن الحادي و العشرين ، ألا وهي تأثير التقدم التقني-التكنولوجي على أداء ومهام القوات الجوية في حروبها الجديدة و المعاصرة. إذ ثمة تحولا كبير و جذري في مفاهيم إدارة الحروب و معارك و بروز نظريات استراتيجية جديدة تتماشى مع مخرجات هذا التطور. وتنبع أهمية هذه الدراسة من كون العامل التكنولوجي وثورة المعلومات أصبح يتحكم في الشؤون العسكرية، متجاوزة بذلك مختلف المفاهيم العسكرية التقليدية. وتنتهي الدراسة الى أن القدرة التكنولوجية أصبحت من المعايير الأساسية في مسار القوات الجوية الحديثة، وهذا بفضل مختلف التقنيات القتالية الجديدة الذي ظهرت ميدانيا ، و استقلال هذا البعد (الجوي) عن القوات الأخرى فلم يعد ثانوي في العمليات الحربية ، و إنما أساسي و أولوي ، ففي بعض الأحيان هو البعد الحاسم للعمليات القتالية. وتتوصل الدراسة الى ان حروب هذا القرن هي حروب ما بعد الحديثة. This research study aims to highlight the most important detailed topics in strategic military academic studies of the 21st century , namely the impact of technical-technological progress on the performance and functions of the “Air Force” in its new and contemporary wars. There is a major and radical transformation in the concepts war management, battles and the emergence of new strategic theories in line with the out outcomes of this development. The importance of this study stems from the fact that the technological factor and the information revolution have come to control military affairs, by passing various traditional military concepts. This article concludes that technological capability has become a key criteria in the of the modern air force ,due to the various new combat technique that have emerged on the ground ,and the independence of this (aerial) dimension from other force is no longer secondary in hostilities ,but essential and primary ,sometimes the decisive dimension of combat operations. So wars of this century are post-modern wars.
