الملخص
Abstract: (Do not exceed 150 words) This intervention dealt with two main axes: the first of which is the usual administrative procedures for administrative control in normal circumstances, in which the administration must respect in all its actions the principle of legality and not deviate from the law while preserving public freedoms and the interests of individuals guaranteed by the constitutions of countries except to the extent of achieving the public interest while dealing with the axis The second is the administration’s actions in light of emergency conditions or the theory of necessity and a special one of which is the conditions that the world experienced due to the spread of the Corona epidemic, which is not necessarily the same as the conditions that the world educated, even if some of them have passed in one way or another, but their severity was not like this and therefore the aim was to clarify those measures Under normal and exceptional circumstances, and the effects that may result from them that may limit the interests of individuals. ملخص: تناولت هذه المداخلة من خلال محورين رئيسين: اولهما الإجراءات الإدارية المعتادة للضبط الإداري في الظروف العادية والتي يجب أن يحترم الإدارة في جميع تصرفاتها مبدأ المشروعية وعدم الخروج عن القانون مع الحفاظ على الحريات العامة ومصالح الافراد التي كفلتها دساتير الدول إلا بقدر تحقيق الصالح العام فيما تناول المحور الثاني تصرفات الإدارة في ظل الظروف الطارئة أو نظرية الضرورة وحاصة منها الظروف التي عاشها العالم جراء انتشار وباء كورونا والتي بالضرورة ليست كبغية الظروف التي مربها العالم حتى وان كان قد مرت البعض منها بصورة أو أخرى ولكن لم تكن حدتها كهذه وبالتالي كان الهدف منها بيان تلك الإجراءات في الظروف العادية والاستثنائية وما قد ينتج عنها من تأثيرات قد تحد من مصالح الافراد.
