الملخص
مما لاشك فيه إن الزكاة تعدُ المورد المالي الأول في الإسلام، فهي الفريضة الثانية بعد الصلاة، وهذا المورد المهم كان من اولويات قيام الدولة الإسلامية ولأهميتها قاتل صحابة رسول الله (ص) الذين منعوها ولم يعطوه لولي الأمر مقتفين بذلك الهدي النبوي فقد عَلم رسول الله (ص) صحابته والأمة من بعدهم كيف يتعاملون مع هذا المورد جمعاً وتفريقاً، بل وضع أدق التفاصيل حتى يوضح أهمية هذا المورد للأمة الإسلامية، وعندما ترى دولة إسلامية قد تفشى فيها الفقر وعم الفساد في أركانها فهناك أحد أمرين: الأول: ولي الأمر لم يقم بدوره في جمع الزكاة وتفريقها على أصنافها الثمانية واستبدل الزكاة بموارد أخرى، ولم يختار الحل الرباني والهدي النبوي في اختيار هذا المورد فاستبدل الذي هو أدنى بالذي هو خير. الثاني: ولي الأمر قام بجمعها، ولكن الجمع لم يكن وفق الهدي النبوي فتضررت الأصناف الثمانية. ومن هنا كانت فكرة هذا البحث من خلال تناول إجراءات التحاسب الزكوي على الأموال ومن ثم تفريق ما تحقق على مستحقيها. There is no doubt that zakat is the first financial resource in (Islam), it is the second religions rule after prayer( in Islam), and this important resource was one of the priorities of the establishment of the Islamic state, and for its importance of the Messenger of God(Peace Be Upon Him) fought who they prevented it and did not give it the legal guardian (ruler) following the prophetic guidance That the prophet (peace be upon him) teach his companions and the nation after them, how do they deal with this resource collectively and separately, rather he put the most accurate details in order in to clarify the importance of this resource for the Islamic nation, and when you see an Islamic state in which poverty has spread and corruption is, widespread in its pillars, there is one of two things first: the guardian (ruler) did not perform his role in collecting zakat and separating it into its eight types and replaced zakat with other resources, and did not choose the GOD solution and the prophetic guidance in choosing this resource, so he replaced that which is lower with that which is better. The second: The guardian (ruler) collected it, but the collection was not in according to the Prophet’s guidance, so the eight items were damaged and form have was the the idea of this research by taking the zakat accounting procedures on funds and then distribute what was achieved on those who deserve it.
