الاستراتيجية الجزائرية لضمان الأمن في منطقة الساحل – مبادرة دول الميدان أنموذجا –

الملخص
تعتبر منطقة الساحل من أكثر المناطق توترا في إفريقيا، وذلك بسبب انتشار العديد من التهديدات اللاتماثلية في المنطقة، إضافة إلى وجود تدخل أجنبي مزمن في المنطقة، وهذا ما انعكس على بنية الدولة في ذلك، إذ حولها إلى دولة ضعيفة تسير نحو الفشل والانهيار خاصة بعد الانتشار الواسع للجماعات الإرهابية، وتدخل القوى الأجنبية بحجة مكافحة الإرهاب، ما انعكس من جهة اخرى على الأمن الجزائري، حيث يعتبر الجنوب الجزائري منطقة انكشاف أمني على دول الساحل بكل ما تعكسه من تهديدات، وهذا ما حتم على الجزائر التدخل من أجل حل الصراع وفق مبادئ السياسة الخارجية الجزائرية، وذلك عن طريق إطلاق مبادرة دول الميدان، والتي تهدف إلى إيجاد تسوية للنزاعات والصراعات، لتفعيل الدور الإفريقي، والمطالبة بإنهاء التواجد الأجنبي، وهذا ما سنتطرق اليه من خلال هذه الورقة. The Sahel region is considered one of the most tense regions in Africa, due to the spread of many asymmetrical threats in the region, in addition to the presence of chronic foreign interference in the region, and this is reflected in the structure of the state in the region, and has transformed it into a weak state and on the path of failure and collapse, particularly after widespread spread. For terrorist groups, and the interference of foreign powers under the pretext of fighting terrorism, and this is reflected on the other hand on Algerian security, because the south considers Algeria as a safe zone of exposure to Sahel countries with all the threats they reflect, and this is what forced Algeria to intervene to resolve the conflict, according to the principles of Algeria's foreign policy, by launching the initiative of countries on the ground, which aims to find a settlement to disputes and conflicts , to activate the African role and demand an end to the foreign presence, and that is what we will discuss in this article.
