الملخص
تعالج الورقة البحثية مسألة الدور المنوط بسلطة الضبط الإداري ومدى فاعليتها في سبيل توفير الحماية اللازمة للبيئة الهوائية من ظاهرة التلوث التي انتشرت نتيجة لتطور الحياة في مختلف جوانبها خاصة الجانب العلمي والتقدم الاقتصادي، وأصبحت تشكل تهديدا للإنسان والبيئة، لهذا تلجأ الإدارة إلى وضع قيود من خلال الأساليب والوسائل المقررة لها طبقا للنصوص القانونية، مما يقتضي معه التمتع بإمتيازات تساعدها في أداء وظيفتها والتدخل بشكل فعال ومفيد This paper aims at treating the question of the rule of the administrative control authority and its efficiency in providing the necessary protection to ambient air from the pollution, this widespread phenomenon which is due to development of the human life in its different fields, especially the scientific one and the economic progress, constitutes a threat to the human being and the environment, so that the administration resorts to foresee some restrictions by applying modalities and tools established in accordance with the legal texts, which require enjoying the privileges that help it in the performance of its functions and intervene effectively.
