تخفيض الدعم الزراعي في إطار منظمة التجارة العالمية وأثره على القطاع الزراعي الجزائري (1995-2019)

الملخص
تعتبر قضية الدعم الزراعي من أكثر القضايا إثارة للجدل والنقاش داخل منظمة التجارة العالمية وهذا نظرا لتباين الآثار والانعكاسات المترتبة على السياسات الدولية للدعم الزراعي على مختلف دول العالم خصوصا الدول النامية المستوردة الصافية للغذاء والتي كانت تستفيد من الانخفاض في أسعار السلع الغذائية في الأسواق العالمية كنتيجة لحجم الدعم الكبير الذي يحصل عليه المنتجون الزراعيون والمصدرون في الدول المتقدمة، ومما لاشك فيه أن الجزائر كغيرها من الدول وعلى الرغم من أنها لم تنظم حتى الآن إلى منظمة التجارة العالمية (بداية عام 2021) إلا أن قطاعها الزراعي تأثر نتيجة تخفيض الدعم الزراعي منذ 1995، ويمكن ملاحظة ذلك بشكل ضمني من خلال أهم ملامح التطورات في مؤشرات أداء القطاع الزراعي الجزائري، وقد توصلت الدراسة إلى أن القطاع الزراعي الجزائري تحمل العديد من الآثار السلبية خلال فترة الدراسة، ما جعل الجزائر تعتمد بصفة كبيرة على الخارج في مجال الغذاء The issue of agricultural subsidies is one of the most controversial issues discussed within the World Trade Organization (WTO). This is due to the differences in impacts and implications of international policies of agricultural support on the various countries of the world, especially on net food importing developing countries which are used to benefit from the decline in food prices in the world market as a result of the large volume of support provided to agricultural producers and exporters in developed countries. There is no doubt that Algeria like other States s, and although it is not yet a member of the WTO (beginning in 2021), Its agricultural sector is affected as a result of the reduction of agricultural subsidies since 1995. This can be seen implicitly through the most important development features of the Algerian agricultural sector performance indicators. Thus, the study concluded that the Algerian agricultural sector suffered from many negative effects during the period of study, this made Algeria highly dependent on the outside in the field of food.
