الحكم الراشد كمدخل لترشيد أداء الإدارات المحلية الجزائرية

الملخص
هدفت الدراسة إلى التعرف على الدور الفعلي للحكم الراشد في ترشيد الأداء المحلي بالجزائر، وذلك من خلال السعي إلى الإجابة عن إشكالية الدراسة، والتي محورها التركيز على دراسة وتحليل كيفية إسهام الحكم الراشد في ترشيد الأداء المحلي بالجزائر، وما يتصل بهذا الأداء من حدود وقيود عرقلت دور الإدارة المحلية الجزائرية في تحقيق أهداف التنمية المحلية المستدامة. ومن أجل تحقيق هدف هذه الدراسة اتبع الباحثان المنهج الوصفي التحليلي لدراسة وتحليل عُلاقة الحكم الراشد بعملية ترشيد الأداء المحلي من الناحية النظرية و التحليلية بالنسبة لكيفية تحقيق الكفاءة والفعالية في الأداء من خلال ترسيخ أليات الحكم الراشد ،وبعد الدراسة والتحليل فقد توصل الباحثان إلى عدة نتائج للبحث لعل أهمها: أن الإدارات المحلية في الجزائر تعاني من ضعف الأداء في الواقع العملي، وهذا نتيجة لوجود مجموعة من الحدود والقيود التي أعاقت ترشيد أداء الإدارة المحلية الجزائرية، وعليه فإن إستراتيجية ترشيد الأداء المحلي في الجزائر لن تتحقق إلا من خلال التركيز على محور جوهري في تحسين الأداء المحلي المتمثل في ترسيخ مرتكزات الحكم الراشد الذي يعد من أهم المقاربات الحديث على المستوى المحلي التي أكدت عليها المؤسسات الدولية في تحقيق الكفاءة والفعالية في الأداء وتحقيق الأهداف الإنمائية. Abstract: The study aimed to identify the actual role of good governance in rationalizing local performance in Algeria, by seeking to answer the problem of the study, which focuses on studying and analyzing how good governance contributes to rationalizing local performance in Algeria, and the limits and restrictions related to this performance from the limits and restrictions that impeded the role of Algerian local administration in achieving sustainable local development goals. In order to achieve the goal of this study, the researcher followed the descriptive analytical approach to study and analyze the relationship of good governance to the process of rationalizing local performance in theory, and the analytical side with regard to how to achieve efficiency and effectiveness in performance through the consolidation of the mechanisms of good governance After the study and analysis, the researcher reached several results of the research, perhaps the most important of which are: that the local administrations in Algeria suffer from poor performance in practice, and this is a result of the existence of a set of limits and restrictions that impeded the rationalization of the performance of the Algerian local administration, and therefore the strategy of rationalizing local performance in Algeria It will only be achieved by focusing on a fundamental axis in improving local performance represented in consolidating the foundations of good governance, which is one of the most important modern approaches at the local level that international institutions have emphasized in achieving efficiency and effectiveness in performance and achieving development goals
