الملخص
في إطار آلية الحكومات الإلكترونية التي أصبحت جل الدول تنتهجها بهدف تطوير خدماتها، عن طريق جعل تعاملاتها اتجاه جمهورها إلكترونية، من خلال الاستعانة بتكنولوجيا الإعلام و الاتصال معا. أصبحت هذه الهيئات من إدارات و مؤسسات تنتهج الإدارة الإلكترونية في تقديم خدماتها ، و تنتج بذلك أرشيفا رقميا يمثل جزء من ذاكرة الأمة و تاريخها، و لهذا فهو معني بالحفظ و المعالجة على غرار الأرشيف التقليدي أو الورقي الذي ظلّت الإدارات تنتجه لسنوات و لا تزال. ففي بعض الدول أصبحت مراكز الأرشيف ومنذ سنوات تتلقّى دفعات من الأرشيف الرقمي وتعمل على صيانته، وأصبحت الجهود تبدل من أجل تحسين ظروف حفظه وتسييره خاصة أمام كل ما يحيط به من مؤثرات وعوامل قد تؤدي إلى إتلافه في أي وقت. ومع تزايد إنتاج الأرشيف الرقمي بدأ اهتمام أخصائيو الأرشيف به، خاصة و أن هذا الأرشيف يتطلب معالجة أنية و تدابير فورية من أجل التكفل به حتى لا يكون مصيره الضياع. و من جهتها أوجدت المنظمات الأرشيفية الدولية معايير عدّة ترتبط كلّها بالأرشيف الرقمي، وهي تتعلق عموما بتسييره و معالجته، بحفظه على المدى الطويل، و أيضا على المدى القصير و المتوسط أي منذ إنتاجه. فما هو واقع و مستقبل الأرشيف الرقمي في الجزائر في ظل تطبيق الحكومة الإلكترونية و انتشار الإدارة الإلكترونية بها؟ As part of the e-government mechanism that most countries have come to pursue with the aim of developing their services, by making their dealings the direction of their audience electronic, through the use of media technology and communication together. These departments and institutions bodies have become dependent on e-management in providing their services, thus producing a digital archive that represents part of the nation's memory and history, and therefore is concerned with preservation and processing similar to the traditional or paper archive that departments have been producing for years and still are. In some Countries, archive centers have for years been receiving and maintaining payments from the digital archive, and efforts have been changing to improve the conditions for its preservation and management, particularly in the face of all the effects and factors that may destroy it at any time. With production increasing of the digital archive, archivists have begun to pay attention to it, especially since it requires immediate treatment and measures to ensure that it is not lost. For their part, international organizations on archives have created several standards, all related to digital archives, which are generally related to its management and processing, to its long-term preservation, as well as to the short and medium term from production. What is the reality and future of the digital archive in Algeria under the application of e-government and the spread of e-management?
