الملخص
ملخص: مع قصور قواعد قانون العقوبات الجزائري لردع عصابات الأحياء، لجأ المشرع الجزائري لسن الأمر 20-03 المتعلق بالوقاية من عصابات الأحياء و مكافحتها. هادفا من خلاله لوضع إطار قانوني شامل و خاص لمواجهة هذا النوع الجديد من الإجرام، الذي عرف انتشارا كبيرا في الجزائر خلال السنوات الأخيرة، و أصبح يهدد بصفة خطيرة الأمن و السكينة العموميين و السلامة الجسدية و النفسية للأشخاص و ممتلكاتهم. و ذلك بانتهاج استراتيجية تجمع بين الوقاية و الردع، بمشاركة مختلف الهيئات الرسمية المدنية و الأمنية، الوطنية منها و المحلية، بالإضافة إلى جمعيات المجتمع المدني و الأحياء و كذا المختصين في مختلف المجالات. Abstract: With the inadequacy of the rules of the Algerian Penal Code to deter neighborhood gangs, the Algerian legislator resorted to enacting Ordinance 20-03 related to the prevention and control of neighborhood gangs. Aiming through it to develop a comprehensive and special legal framework to confront this new type of crime, which has known a great spread in Algeria in recent years, and has seriously threatened the security and public tranquility and the physical and psychological integrity of people and their property. This is done by adopting a strategy that combines prevention and deterrence, with the participation of various official civil and security bodies, both national and local, in addition to civil society and neighborhood associations, as well as specialists in various fields
