الملخص
تمثل العقيدة الأمنية الشق الثاني في كلية الأمن، فإن كان شقه الأول هو الجانب الموضوعي المرتبط بواقع التهديد ومدركاته، فالعقيدة الأمنية تمثل الشق الذاتي التصوري المرتبط بالأفكار والمدركات التي تؤدي دورا فعالا في تكوين الصور عن الواقع. ويهدف هذا البحت لتحديد مفهوم العقيدة الأمنية في زمن التهديدات صعبة التعريف، والضبابية، وغير محددة المصدر، وذلك عبر معالجة محاور ثلاث أساسية هي تحديد مفهوم العقيدة الأمنية، ثم استجلاء العلاقة بينها وبين المفاهيم المشابهة لها، لنحاول في الأخير تبيان آليات تحقيقها. Abstract: State’s doctrine constitutes one of the two essential parts of Security Studies. If the first part of its objective side presents the threat and its perceptions, Security Doctrine stands for the conceptual part of ideas and perceptions that help conceiving the nature of the threat. This study aims to contextualize the concept of Security Doctrine in a time when security threat are difficult to define. The study tackles the subject through three parts; conceptualizing Security Doctrine; Elucidating differences between Security Doctrine and other similar concepts, and; finally, offering some effective ways to achieve Security Doctrine.
