دور مراكز الأبحاث في عملية صنع القرار واعداد السياسات العامة

الملخص
ملخص: هدفت هذه الدراسة إلى التعرف على دور مراكز الدراسات السياسية في عملية صنع القرار وإعداد السياسة العامة، حيث تناولت الدراسة علاقة مراكز الأبحاث والدراسات في عملية صنع القرار، وأبرز المعيقات التي تحد من الدور الفعال للمراكز في هذه العملية، واستخلاص النتائج المترتبة على ذلك، وأثرها على عمليه صنع القرار وإعداد السياسات العامة، حيث حاولت الدراسة تلخيص اشكاليتها في السؤال الرئيس الآتي: (هل يوجد دور لمراكز الأبحاث في عمليه صنع القرار وإعداد السياسات العامة؟). ولتحقيق أهداف الدراسة استعانت الباحثة بالمنهج الوصفي التحليلي، وتوصلت الدراسة إلى مجموعه من النتائج أهمها: وجود علاقة شديدة الأهمية بين دور مراكز الدراسات السياسية وعملية صنع القرار وإعداد السياسات العامة، التي تستهدف إحداث نقلة ايجابية على مستوى الروابط الاجتماعية وعملية صنع القرارات السياسية في المجتمع، بما فيها العلاقات بين الأفراد والجماعات والمؤسسات الحكومية الاقتصادية والاجتماعية والسياسية. فضلا عن تركيزها على بنية الأجهزة والهياكل السياسية وطبيعتها ومكانتها ودورها في الدولة، وكذلك قدرات النظام السياسي، وفعالية الأداء الحكومي، واستقرار النظام وشرعيته في المجتمع، كل تلك القضايا والمسائل بالضرورة أن تكون مستهدفة بالدراسة والتحليل، وملاحقة المستجدات من قبل مراكز الدراسات السياسية. إضافة إلى ذلك أظهرت نتائج الدراسة تعاظم السيطرة البيروقراطية الرسمية على مراكز الدراسات السياسية في ظل غياب تقييم وتقويم النتائج أعمالها، فضلا عن أنها تتسم بالإستقلالية المحدودة عن أجهزة الدولة، وضعف توفر الموارد المالية لتغطية نشاطاتها المختلفة، مما قد يفسر ذلك المهادنة والإبتعاد عن شروط البحث العلمي المتزن، وتجنب الخوض في القضايا الشائكة من قبل مراكز الدراسات السياسية في الوطن العربي. كما كشفت ضعف في تحديد إستراتيجية واضحة لعمل مراكز الدراسات السياسية في الوطن العربي مما يضعف دورها في تعزيز عملية صنع القرار وإعداد السياسات العامة عبر التشبيك بينها، وتحديد أهم القضايا التي تطلب أن تتناولها الدراسات. وللحد من التأثر السلبي للعراقيل التي تحد من تفعيل دور مراكز الدراسات في عملية صنع السياسات العامة، أوصت الدراسة باستدامة التمويل المالي لمراكز الدراسات السياسية من خلال الإشارة إلى المهمة. والتأكيد على ضرورة مراعاة الدقة والموضوعية واتباع المنهجية العلمية في تناولها للقضايا السياسية الحاصلة في البلدان العربية، وتفعيل التشبيك بين مراكز الدراسات السياسية. فالتشبيك يزيد من فرص متابعة الأحداث السياسية التي تطرأ في البلدان العربية، ويعزز من احترام المنتج العلمي الصادر عن تلك المراكز اضافه الى تعميق ربط مراكز الدراسات السياسية بالواقع العملي واستقطاب الكفاءات العلمية وذو الخبرات للعمل في مراكز الدراسات السياسية، وايضا بناء شراكة حقيقية مع وسائل الإعلام المختلفة في التعريف بها وبأهميتها وعرض نتائجها وما تقوم به من نشاطات. والسعي لتخصص مراكز الدراسات السياسية في مجال عملها، اضافه الى ضرورة وجود شبكة تضم كافة مراكز الدراسات السياسية في البلدان العربية تعمل على تأسيسها المنظمة العربية للتربية والثقافة والعلوم. Abstract: This study aimed at identifying the role of the political studies centers in decision-making process and making the public policy, this study dealt with the relationship between the studies and research centers in decision- making process and between the most prominent obstacles that limit the effective role for the centers in this process. The main question for this study that summarized the problem of the study: What is the role of researches centers in decision making process and making the public policy? To achieve the goals of the study, the researcher adapted descriptive analytical methodology. The study concluded several results, the most important results: There is important relationship between the role of political studies centers and between the decision-making process and preparation of public policies. Which aims to make a positive shift at the level of social ties and the process of political decision-making in society, including the relationships between individuals, groups, and governmental economic, social and political institutions. In addition, they focus on political structure, its nature, its position and its role in the state, as well as they focus on political systems capabilities, government performance effectiveness, system’s stability, system’s legitimacy in society. All these issues were in the focus of this study. This study will follow up updates of political research centers. The results of the study also showed that official bureaucratic control over political studies centers increasingly, in the absence of the evaluating their work. In addition, the result showed that research centers have limited independence from state agencies, insufficient financial resources to cover their various activities, which may explain why political studies centers are moving away from the requirements of scientific research, and why political studies centers in the Arab world avoiding delving into thorny issues by. The study revealed a weakness in defining a clear strategy for the work of political studies centers in the Arab world, which affects their role in strengthening the decision-making process and preparing public policies through networking between them, and identifying the most important issues to address. In order to reduce the negative impact of the obstacles that limit the role of the research centers in the public policy-making process. The study recommended that the funding for the political studies centers must be sustainable. It also recommended that the research centers should depend on scientific methodology when addressing with political issues thank take place in Arab countries. In addition, the study recommended that there must be networking among political studies centers. Networking increases the chances to follow up the political events that occur in the Arab countries. It also enhances respecting for what research centers scientific product. In addition, networking helps to deep the link between the political studies centers with the real life, it helps recruiting scientific competencies to work in the political studies centers, as well as it can help building a real partnership with the various media which can introduce their scientific products, activities, and its importance. It also seeks to specialized the political studies centers in their field of work; in addition, there are a need for a network that includes all political studies centers in Arab countries that the Arab Organization for Education, Culture and Science is working on.
