الحق في سكن لائق ضرورة بيئية للتخطيط العمراني المستدام

الملخص

ملخص: يعتبر الحق في سكن لائق مركز الحياة الاجتماعية والاقتصادية وأساس الاستقرار والأمن للفرد والأسرة، فالحق في السكن ينبغي ألاّ يفسر تفسيرا ضيّقا بوجود سقف وجدران فقط، بل ينبغي النظر إلى هذا الحق باعتباره حق الإنسان في أن يعيش في مكان ما في أمن وسلام، لهذا أولت المواثيق الدولية لحقوق الإنسان اهتماماً بالغا بالحق في سكن لائق، ومن جهة أخرى ألزمت الدول المصدقة على المعاهدات الدولية أن تتبع سياسة إستراتيجية في مجال التخطيط الإقليمي والعمراني من أجل رفع المستوى المعيشي للسكان. بما أنّ السكن اللائق حقا جوهرياً من حقوق الإنسان، ومبدأ أساسيا من مبادئ الكرامة الإنسانية، فإنّ هذا الموضوع يهدف إلى إيجاد أسس ومعايير تصميمية وتكنولوجية للمسكن الصحي المستدام، وكذا استخدام الخامات الصناعية والطبيعية صديقة للبيئة وغير الضارة بالإنسان، ومنه فالنتائج المتوصل إليها أنّ التخطيط العمراني في الوقت الحالي، مظهر من مظاهر الحضارة يعمل على تحقيق الأهداف العمرانية والاجتماعية والاقتصادية والعمل على متابعتها وتدعيم استدامتها وترقية المساكن ذات مظهر جمالي لائق. كلمات المفتاحية: سكن لائق، التخطيط العمراني، مسكن الصحي، المستدام. Summary: the Right to adequate housing, an exigent urban environmental and sustainable planning Housing forms an indispensable part of ensuring human dignity, a house is considered as an important social and economic life center, also a basis of stability and security for individuals and families. Adequate housing should not be interpreted narrowly by just the four walls of a room and a roof over one’s head, but rather this right should be considered as human right to live everywhere in security and peace. International Human Rights makes adequate housing right a priority, and on the other hand obliges states ratifying international conventions to follow a strategic policy in regional and urban planning, to raise the standard’s living of the population. Since, adequate housing is a fundamental human right and a fundamental principle of human dignity. This topic aims to find design and technological basis and standards for sustainable and healthy housing, as well as using new environmentally friendly industrial and natural materials, may not injure humans. So, in achieved results, the urban planning is a civilization aspect which realizes urban, social and economic goals, pursue a technical monitoring and strengthen its sustainability to upgrade housing with a decent aspect.
