تجربة التنمية المحلية في الجزائر-دراسة حالة بلدية عين عبيد خلال الفترة 2016-2020-

الملخص
ملخص: الهدف من هذه الدراسة هو الوقوف على تجربة التنمية المحلية في الجزائر، كون هذه الأخيرة تمثل الشغل الشاغل لكل راسمي السياسة الاقتصادية بالجزائر، خاصة بعد توجه الجزائر نحو سياسة اللامركزية في التسيير وإعطاء حرية أكبر للإدارة المحلية والمنتخبين المحليين في تسيير شؤون المجتمع المحلي، وقد تطرقت الدراسة إلى تجربة بلدية عين عبيد في تحقيق التنمية المحلية خلال الفترة 2016-2020. وتوصلت الدراسة إلى مجموعة من النتائج من أهمها أنه وبالرغم من المخصصات المالية الموجهة للتنمية المحلية إلا أنها لم ترقى للمستوى المطلوب الذي يحسن المستوى المعيشي لأفراد المجتمع، كما أن جميع المخصصات المالية توجه نحو تقديم خدمات أساسية لأفراد المجتمع فقط وإهمال كلي للجانب الاقتصادي، كما توصلت الدراسة أن أبرز العراقيل هو قلة الموارد المالية وغياب المشاركة الشعبية. الكلمات المفتاحية: التنمية المحلية، المشاركة المجتمعية، مشاريع تنموية، بلدية. Abstract The aim of this study is to examine the experience of local development in Algeria, since the latter represents the preoccupation of all economic policy makers in Algeria, especially after Algeria's move towards a policy of decentralization in management and giving greater freedom to local administration and local elected officials in running the affairs of the local community. To the experience of Ain Obeid municipality in achieving local development during the period 2016-2020. The study found a set of results, the most important of which is that despite the financial allocations directed to local development, it did not live up to the required level that improves the standard of living for members of society, and all financial allocations are directed towards providing basic services to members of society only and neglecting the economic aspect, as the study found The main obstacles are the lack of financial resources and the absence of popular participation..
