أثر التخطيط الإستراتيجي في الفاعلية التنظيمية: دراسة تطبيقية في وزارة التربية والتعليم في مملكة البحرين

الملخص
هدفت الدراسة التعرف إلى أثر التخطيط الإستراتيجي في الفاعلية التنظيمية، ولتحقيق أهداف الدراسة والإجابة عن تساؤلاتها تم الاعتماد على المنهج الوصفي التحليلي، فيما تكون مجتمع الدراسة من جميع وكلاء الوزارة ومساعديهم، ومدراء الدوائر، ورؤساء الأقسام، والاختصاصيين العاملين في وزارة التربية والتعليم في مملكة البحرين والبالغ عددهم (560) مفردةً، وقد تم اختيار كافة المديرين في وزارة التربية والتعلم في مملكة البحرين بدرجة اختصاصي فما فوق، بطريقة المسح الشامل وقام الباحث بتوزيع الاستبانات باليد مباشرة، فضلاً عن استخدام الاستبانة الإلكترونية، وبلغ عدد الاستبانات الصالحة للتحليل (308) استبانة. استخدمت الدراسة أساليب الإحصاء الوصفي الاستدلالي للإجابة عن تساؤلات الدراسة، واختبار فرضياتها، وخَلُصَت الدراسة إلى مجموعة من النتائج، أهمها:أنّ مستوى توافر التخطيط الإستراتيجي، والفاعلية التنظيمية في وزارة التربية والتعليم في مملكة البحرين قد بلغ الدرجة المتوسطة، على مقياس ليكرت الخماسي. كما أشارت نتائج الدراسة إلى وجود أثر ذي دلالة إحصائية للتخطيط الإستراتيجي في كل بُعد من أبعاد الفاعلية التنظيمية.أوصت الدراسة بضرورة البدء في وضع إستراتيجيات، وسياسات تقوم على الاستفادة من أبعاد التخطيط الاستراتيجي لما لها من كبير الأثر على الفاعلية التنظيمية لدى وزارة التربية والتعليم في مملكة البحرين، فضلاً عن وضع أسس ومبادئ واضحة لأجل قياس أهداف الوزارة وبالأخص ذات الأمد الطويل. The studyaimed to identify the impact of strategic planning on organizationaleffectiveness, and in order to achieve the objectives of the study and answerits questions, the descriptive and analyticalapproachwasadopted, while the study population consisted of all the Ministry's agents and their assistants, directors of departments, heads of departments, and specialistsworking in the Ministry of Education in the Kingdom of Bahrain and the adult. Theirnumberis (560) individuals, and all managers in the Ministry of Education in the Kingdom of Bahrainwith a specialistdegree and abovewereselected by the method of comprehensivesurvey, and the researcherdistributed the questionnaires directly by hand, in addition to using the electronic questionnaire, and the number of valid questionnaires for analysisreached (308) questionnaires.The studyusedinferential descriptive statisticsmethods to answer the study’s questions and test itshypotheses. The studyconcludedwith a set of results, the most important of which are:The level of availability of strategic planning and organizationaleffectiveness in the Ministry of Education in the Kingdom of Bahrain has reached an average score, on the five-year Likert scale. The results of the studyalsoindicated the existence of a statisticallysignificant impact of strategic planning in every dimension of organizationaleffectiveness.The studyrecommended the necessity to startdevelopingstrategies and policiesbased on benefitingfrom the dimensions of strategic planning because of theirgreat impact on the organizationaleffectiveness of the Ministry of Education in the Kingdom of Bahrain, as well as laying out clearfoundations and principles in order to measure the ministry’s objectives, especially the long-termones.
