الريع البترولي كآلية في تفسير علاقة الدولة بالمجتمع في الجزائر 2000-2018

الملخص
تناقش هذه الدراسة دور الريع النفطي في تفسير نمط علاقة الدولة-المجتمع في الجزائر في عهد الرئيس السابق عبد العزيز بوتفليقة، وذلك من خلال تحديد مكانة الريع البترولي ضمن إستراتيجية السلطة للهيمنة على المجتمع وثني التنظيمات الاجتماعية عن تحقيق تطلعاتها نحو الديمقراطية. حيث تؤدي سياسة تخصيص والتوزيع المنتهجة من قبل الدولة إلى فقدان المجتمع القدرة على توظيف الضرائب كوسيلة للمساءلة والمطالبة بالديمقراطية. فالريع يدفع الدولة نحو إلغاء الضغوط الجبائية، وهو ما يؤدي بالمجتمع إلى التخلي عن حقوقه السياسية وفي مقدمتها إقامة دولة العدل والقانون والحكم الرشيد، ومن ثمة عزوف المحكومين عن الشأن السياسي، وهو ما يجعل الدولة مستقلة سياسياً عن المجتمع، بالشكل الذي يجعلها في منأى عن ضغوط التنظيمات الاجتماعية. The present study discusses the role of Oil rent as a mechanism in explaining the pattern of state- society relationship in Algeria Under Former President Abdelaziz Bouteflika, and that is by identifying the status of oil rent within the authority’s strategy to dominate society and discourage social organizations from achieving their aspirations towards democracy. Whereas, the allocation and distribution policy pursued by the state leads the society to lose the ability to use taxation as a means of accountability and demand for democracy. Rent induces the state to eliminate fiscal pressures, which leads society to abandon its political rights, primarily the establishment of a state of justice, law and good governance, and hence the reluctance of governed people from political affairs. Therefore, the state will be politically independent from society, in a way that makes it immune to pressures of social organizations.
