الملخص
هدفت هذه الدراسة إلى التعرف على واقع التسيير وأداء المؤسسات الرياضية والتعرف على التحديات التي يواجهها الأفراد العاملين في ظل الأزمة، وطبقت الدراسة في نوفمبر 2020، وقد إستخدم الباحث المنهج الوصفي التحليلي من خلال تحليل للوائح والتنظيمات الرياضية مع الاستعانة والمقابلة ومن أهم النتائج المتوصل إليها: - نقص في البنية تحتية للرقمنة بالإضافة إلى التأخر الكبير الذي يشهده القطاع في تكنولوجيا المعلومات والاتصالات في جل المؤسسات الرياضية خاصة في ظل جائحة كورونا (كوفيد 19) ،- نقص الوعي الاجتماعي والثقافي في تطبيق القرارات الخاصة بالبرتوكول الصحي للوقاية من انتشار كوفيد 19 ،التوقف الكلي للنشاط البدني وغلق كل المنشآت الرياضية في ظل جائحة كوفيد 19 وازدياد في عدد المصابين،. وفي الأخير استنتج الباحث إلى الانعكاس السلبي لجائحة كوفيد19 على المدى القصير خاصة في مجال التكوين للفئات الشبانية، والفورمة الرياضية للاعبين. أما فيما يخص مجال التسيير الإداري تراكم الأعمال والمهام في المدى الطويل خاصة في انعدام العمل عن بعد. وخلص الباحث بالتوصيات التالية: توفير بنية تحتية لتكنولوجيا المعلومات متطورة وتساير المتطلبات لموجهة الأزمة باحترافية في التسيير المنشآت الرياضية واستمرارية الأداء الإداري والعمل عن بعد، بالإضافة إلى النشاط الرياضي المنزلي ومواصلة التدريب عن بعد Abstract: this study aimed to identify the reality of the management and performance of sports institutions and to identify the challenges faced by individuals working in light of the crisis, and in the end an attempt to give some scientific and practical solutions And a forward-looking vision in managing in the short term for the continuity of management and sports training, and the study was applied in November 2020, and the researcher used the descriptive and analytical approach through an analysis of sports regulations and regulations, with the help of the interview. One of the most important findings : - Lack of infrastructure for digitization in addition to the significant delay that the sector is witnessing in information and communication technology in most sports institutions, especially in light of the Corona pandemic (Covid 19), - Lack of social and cultural awareness in the implementation of decisions related to the health protocol to prevent the spread of Covid 19,. In the end, the researcher concluded the negative impact of the Covid 19 pandemic in the short term, especially in the field of training for young people, And sports form for players. As for the field of administrative management, the accumulation of work and tasks in the long term, especially in the absence of remote work. The researcher concluded with the following recommendations: Providing an advanced information technology infrastructure and keeping pace with the requirements to professionally face the crisis in running sports facilities, continuing administrative performance and working remotely, in addition to home sports activity and continuing remote training as is the case in the world.
