التنمية المحلية بالجزائر واقع وتحديات

الملخص
Development is an operation that expresses the building change, which comes at once. It is a long continuons phase that does not stop, and can not be realised perfectly at once. For it is a gradual operation in need of greet efforts and continuons processes ; time and values, options, not only for the sake of dealing with fast changes, but also controlling the quantity of these changes and their quality. The development has certain dimensions, the most important one is the local development, that requires an effective role of the local commities. It also expresses the operation of reformingall the social aspects ; in order to provide the opportumity for using the local economic and human sources, to build an economic, political, social, and cultural basis of society. التنمية عملية تعبّر عن ذلك التغيير البنياني المنبثق دفعة واحدة وقوية، فهي مرحلة طويلة ومستمرة لا تتوقف ولا يمكن تحقيقها مرة واحدة وبشكل نهائي، فهي عملية تراكمية تحتاج إلى جهود دائمة وإجراءات متواصلة، ووقتـ وتكاليف، وخيارات، وقرارات، ليس فقط بغية التعامل مع التغيّرات السريعة والمتلاحقة، وإنّما أيضا التحكم في مقدار تلك التغيّرات وكذا نوعيتها، حيث تنطوي التنمية على مجموعة من الأبعاد من أهمّها التنمية المحلية التي تتطلب الدور الفاعل للهيئات المحلية، والّتي تعبّر عن عملية إعادة تشكيل كافة هياكل المجتمع كي تتيح استخدام الموارد المحلية الاقتصادية والبشرية لبناء القاعدة الاقتصادية، والسياسية، والاجتماعية والثقافية للمجتمع.
