تطبيق نظام الإدارة الإلكترونية كألية حديثة لتفعيل دور الجماعات المحلية في الجزائر

الملخص
ملخص: التطور التكنولوجي الذي عرفه العالم أنتج ثورة علمية هائلة شملت العديد من المجالات لاسيما منها المجال الإداري فأضحت الإدارة تعتمد على الوسائل الحديثة التي أفرزتها ثورة المعلوماتية و الاتصال ، لذا كان لازما على العمل الإداري أن تنتقل من نمطه التقليدي إلى نمطه الحديث و فقا لمتطلبات معينة و الجزائر كغيرها من بلدان العالـم و رغبة منها في مواكبة التطورات و المستجدات الدولية الحاصلة اعتمدت على الإدارة الالكترونية في تعاملاتها من خلال سن جملة من التطبيقات بهدف تحسين و ترقية أدائها و خدماتها العمومية،أما الجماعات المحلية باعتبارها إدارة ممركزة ممثلة في الولاية و البلدية هدفها الرئيسي هو تقديم أفضل و أجود الخدمات نوعا و كما للمواطن من خلال تقريب الإدارة من المواطن ، وسعيا منها في تعزيز الثقة بينها و بين هذا الأخير الذي يشكل محور اهتمام الإدارة أبت إلا و أن تكون السباقة في تطبيق الإدارة الالكترونية في مرافقها العامة . Abstract: The technological development that the world has known has produced a huge scientific revolution that covered many fields, especially the administrative field. Management became dependent on modern means produced by the information and communication revolution, so it was necessary for the administrative work to move from its traditional style to its modern style according to certain requirements and Algeria, like other countries of the world, and in its desire to keep abreast of international developments and developments, has relied on electronic management in its dealings by enacting a number of applications in order to improve and upgrade its performance and public servicesAs for local groups, as a centralized administration represented in the state and the municipality, their main goal is to provide the best and highest quality services to the citizen by bringing the administration closer to the citizen, and in an effort to enhance trust between them and the latter, which is the focus of the administration’s interest Taking the lead in implementing electronic management in its public facilities
