الملخص

هدفت الدراسة لبيان أثر التحديات الداخلية والخارجية على الأمن القومي العربي للفترة الزمنية الممتدة منذ عام 2011 وحتى عام 2021. للوقوف على التطورات التي لحقت به، وابراز أهم التحديات الداخلية والخارجية التي تواجهه. وتحليل ما إذا كانت قد أحدثت تغييراً على واقع الأمن القومي العربي، وفق جوانبه المختلفة. واعتمدت الدراسة للوصول لنتائجها على المنهج الوصفي التحليلي، ومنهج تحليل النظم. حيث توصلت الدراسة إلى عدة نتائج ابرزها: عدم وضوح مفهوم الأمن القومي العربي لدى المفكرين والباحثين العرب، نتيجةً لتشعبه وعدم اقتصاره على الجانب الأمني فقط. فقد أثرت ثورات الربيع العربي بشكل سلبي على واقع الأمن القومي العربي مما جعله أكثر ضعفاً. حيث ساهم تراجع واختلال ركائز النظام الإقليمي العربي، لاختلالات جوهرية في إدراك مفهوم الأمن القومي العربي وفق أبعاده المختلفة، وساهمت كل من التحديات الداخلية والخارجية، وضعف الإرادة السياسية العربية، لتعميق الأزمات التي تعاني منها الشعوب العربية وتراجع معدلات التنمية فيها. وأصبح النظام العربي غير قادر على حفظ أمنة القومي. This study aimed to showcase the impact of internal and external challenges on the Arab National Security from the period of 2011 until the 2021, and to keep abreast of the developments that affected the Arab National Security and to highlight the most important internal and external challenges it currently faces. This study aims also to analyze if these challenges had caused a visible change on the reality of the Arab National Security according to its different aspects.The study relied on the descriptive analytical and the systems analysis approach to reach its conclusions. The study concluded that the concept of Arab National Security is enigmatic to the Arabic thinkers and researchers due to its complications and because it is not exclusive to the aspect of security only. The Arab Spring had affected negatively the reality of the Arab National Security which in turn made it weaker and more vulnerable. The decline and disruption of the pillars of the Arab Regional system contributed to a substantial dysfunction in the understanding of the concept of Arab National Security according to its different aspects. The internal and external challenges and the weak Arabic political will contributed also to the deepening of the crises that the Arab populations are suffering from and to the decrease of the economic growth rates and thus the Arab regional system became unable to preserve its national security.
