آثار تجربة التكامل الاقتصادي الاقليمي في اطار الشراكة الأورو-جزائرية على تجارة الجزائر الخارجية

الملخص
مواكبة منها للتحولات التي شهدتها الساحة الدولية بالتوجه نحو الانضمام لتكاملات اقتصادية إقليمية، واستجابة منها لمشروع الشراكة الاورومتوسطية الذي أطلقه الاتحاد الأوروبي من أجل تعزيز علاقاته مع دول المتوسط، قامت الجزائر بعقد اتفاق شراكة مع الاتحاد الأوروبي دخل حيز التنفيذ في الفاتح من سبتمبر 2005. يرتكز هذا الاتفاق على إنشاء منطقة تبادل حر أورو جزائرية يترتب عنها ازدياد حجم المبادلات التجارية في الاتجاهين، ولقد هدفت الجزائر من خلاله أساسا إلى تشجيع وتنويع تركيبة الصادرات خارج المحروقات نحو دول الاتحاد الأوروبي والاستفادة من مزايا التفكيك الجمركي من أجل زيادة وتنويع مصادر العملة الصعبة؛ سنحاول التطرق في هذه الدّراسة إلى إبراز آثار اتفاقية الشراكة الاورو-جزائرية على تجارة الجزائر الخارجية وتقييم مدى الاستفادة من بنودها في تحقق الأهداف المسطرة لاسيما تحقيق التوازن بين الصادرات والواردات وتنمية الصادرات خارج المحروقات. Abstract: Many transformations had occurred to the world economy in the last decades , not the least important a clear desire from countries to join regional economic integration blocks . In keeping with this tendency and as a positive response to the euro-Mediterranean project initiated by the European union, Algeria has eventually signed a Euro-Mediterranean association agreement that entered into force in September 2005 . The agrement is based on the establishment of a free trade area between Algeria and the European union members , which will in time rebalance and boost trade transactions between the two parties , naturally Algeria’s main objective is to promote and diversify its trade structure away from hydrocarbons ; benefiting from a progressive elimination of tariffs , which in turn will multiply and diversify sources of value creation and foreign reserves . The objectives of this study are to investigate the effects of the Euro-Algerian association agreement on Algeria‘s foreign trade balance, and whether it has achieved its planned goals from an algerian perspective ; especially in regard to trade balance equilibrium and developing non-hydrocarbon exports.
