التنمية المستدامة في دول الجنوب بين متطلبات إستراتجية وطنية بديلة و رهانات السياسة الدولية للبيئة

الملخص
تطرح هذه الورقة البحثية موضوع العلاقة بين البيئة و التنمية من خلال محاولة فهم وتحليل قضية البيئة وآثارها على مسار التنمية المستدامة. وحتى يمكن احتواء القضية ضمن رؤية بديلة للتنمية، انطلقت الدراسة من محاولة البحث في الإستراتيجية المناسبة على صعيد السياسة الوطنية – المشروع الوطني للتنمية- وعلى صعيد السياسة العالمية للبيئة، وتوصلت إلى أن هناك ضرورة للتحول على الصعيد العالمي إلى نمط جديد للتنمية يراعي الأبعاد الاقتصادية والاجتماعية والبيئية ويدعم جهود السياسة المحلية للدولة باعتماد إستراتيجية اقتصادية تتضمن إعادة تركيب المجتمع بيئيا. This research paper addresses the issue of the relationship between the environment and development by trying to understand and analyze the issue of the environment and its effects on the path of sustainable development. In order to contain the issue within an alternative vision for development, the study started from an attempt to research the appropriate strategy at the level of national policy - the national project for development - and at the level of global environmental policy, and concluded that there is a need for a shift on the global level to a new development pattern that takes into account the economic, social and environmental dimensions And it supports the local policy efforts of the state by adopting an economic strategy that includes ecologically reconfiguring society.
