دور السياحة البيئية في تثمين التنوع البيولوجي في التشريع الجزائري

الملخص
يعتبر التنوع البيولوجي هو كافة أشكال الحياة على وجه الأرض، ومن دون التنوع البيولوجي لا يمكن تصور الحياة ككل. يلعب التنوع البيولوجي دور كبير في كافة المجالات الاقتصادية، الاجتماعية والبيئية، وهو من أهم العناصر التي تؤثر وتتأثر بالبيئة، لذا وجب حمايته وتثمينه. تعتبر السياحة من أهم المجالات الاقتصادية التي يشكل التنوع البيولوجي ركنها الأساسي، وبالضبط في مجال السياحة البيئية، والتي يعتبر التنوع البيولوجي مقوما هاما أساسيا لنجاحها، إذ تعتبر السياحة البيئية سلاحا ذو حدين بالنسبة للتنوع البيولوجي في نفس الوقت. فإذا كانت هذه السياحة موجهة بشكل صحيح ومستدام، فإنها ستكون ايجابية للتنوع البيولوجي، والبيئة من خلال توفير الموارد المالية لزيادة حمايته، وكذا التعريف بالتنوع البيولوجي، وضرورة حمايته لدى الزوار ،و نشر الوعي البيئي، وإذا كانت سياحة غير مستدامة و غير بيئية ،فإنها ستدمر التنوع البيولوجي لا محالة، ولكون أن الجزائر تسخر بتنوع بيولوجي هام يشكل مقوما سياحيا غير مستغلا، وسنبين كيف قام المشرع الجزائري بتثمين هذا التنوع عن طريق السياحة البيئية، عبر قوانين بيئية و سياحية تضمن حمايته من خلال آليات قانونية وهيئات إدارية تعمل على ذلك. Biodiversity is considered to be all life forms on earth, and without biological diversity life cannot be imagined as a whole. Biodiversity plays a great role in all economic, social and environmental fields, and it is one of the most important elements that affect and are affected by the environment, so it must be protected and valued. Tourism is considered one of the most important economic fields in which biodiversity is its main pillar, and precisely in the field of ecotourism, in which biodiversity is an important component essential to its success, as ecotourism is considered a double-edged sword for biodiversity at the same time. If this tourism is properly and sustainably directed, then it will be positive for biological diversity, and the environment by providing financial resources to increase its protection, as well as introducing biodiversity, and the need to protect it among visitors, and spreading environmental awareness, and if tourism is not sustainable or not. Environmental, it will inevitably destroy biological diversity, and because Algeria harnesses an important biological diversity that constitutes an unexploited tourist component, and we will show how the Algerian legislature has valued this diversity through ecotourism, through environmental and tourism laws that guarantee its protection through legal mechanisms and administrative bodies that work on that.
