الملخص
تتشكل البيئة العالمية المتغيرة التي تباشر فيها الجهات الإنسانية نشاطها تحديات عميقة الأثر، سواء من حيث التعقيد المتزايد للازمات الكبرى وتأثيرها على حياة المدنيين المتضررين، أو من حيث التغيرات التي طرأت على قطاع العمل الإنساني نفسه. وذلك من خلاله سعيه المتكرر للاستجابة لتلك الأزمات، خاصة وأن قدرة المنظمات الإنسانية على تلبية الاحتياجات الإنسانية في المناطق المدنية لصالح المدنيين المتضررين من جراء النزاعات المسلحة عبر مختلف دول العالم، وبأسلوب يحترم المبادئ الأساسية من عدم التحيز والحياد والاستقلال موضوعة على المحك، ناهيك عن وجود نوع أو أنواع أخرى من التحديات التي تقف أمام التنفيذ الأنسب والآمن للعمليات الإنسانية . الأمر الذي جعل من هذه الدراسة تكتسي أهمية بالغة، ذلك أننا نسعى من خلالها إلى إبراز ما يجاهده الفاعلون في مجال الأنشطة الإنسانية من عقبات وتحديات للوصول إلى المدنيين زمن النزاعات المسلحة، نتيجة لتزايد عدد هجمات العنف بشكل مميت ومعقد.
