الملخص
تعرف مرحلة الحملة الانتخابية تجاوزات تؤثر بشكل عميق على عمل الدولة والنظام القانوني، تعود أغلبها لعدم احترام الأحكام العامة للتمويل. هذه الأخيرة التي وضعت بهدف مكافحة الفساد واستبعاد التنظيمات التي لا يحق لها الاشتراك في اتخاذ القرارات السيادية أو المساهمة في تشكيل الحكومة. لذا، تم دعم الآليات الرقابية على مصادر التمويل، إلا أن تلك الأحكام قاصرة خاصة في إطار أنظمة حزبية غير ديمقراطية نظرا لخصوصية جرائم الفساد السياسي والطبيعة الخاصة للعلاقات بين المترشحين والناخبين خلال هذه الفترة. Abstract. The electoral campaign defines abuses that have a profound impact on the functioning of the state and the legal system, mostly due to the lack of respect for the system of campaign financing. These measures anti-corruption prevent those who are not authorized to participate in sovereign decision-making or to contribute to the formation of the government. Therefore, many control mechanisms were developed for campaign financing. However, this is not sufficient, especially within the framework of non-democratic party systems due to the specificity of political corruption crimes and the special nature of relations between candidates and voters during this period.
