المعالجة الإيجابية لقطاع الاقتصاد غير المنظم

الملخص
إن الإحصاءات بشأن الاقتصاد غير المنظم تشير إلى انتشاره بشكل كبير في الاقتصادات القومية للعديد من الدول، وسعت هذه الأخيرة لمجابهة هذه الظاهرة بالنظر لتأثيراتها السلبية؛ لكن يلاحظ أن لهذه الظاهرة أثر واضح في المساهمة الإيجابية في التنمية الاقتصادية للدول، وعلى ذلك كان من الواجب دراسة قطاع الاقتصاد غير المنظم بتغيير النظرة التي كانت سائدة تجاهه وذلك بالتعامل معه بشكل إيجابي، وهذا ما قامت به كل من منظمة العمل الدولية وبعض الحكومات والمنظمات النقابية من خلال المعالجة الإيجابية للظاهرة بالاستعانة بآليات تمكن من تحقيق ذلك. ونهدف من خلال بحثنا هذا إلى محاولة فهم أسباب وجود قطاع الاقتصاد غير المنظم، وكيفية الوصول إلى الطرق التي تكفل إعادة إدماجه في الاقتصاد المنظم بشكل يكون فيه الاقتصاد الوطني مستفيدا، وفي الوقت ذاته توفر للعاملين فيه الحماية الاجتماعية مثلهم مثل العاملين في القطاع المنظم. Statistics on the informal economy indicate that it is widespread in the national economies of many countries. The latter sought to counter this phenomenon due to its negative effects; however, this phenomenon has a clear impact on the positive contribution to the economic development of countries. Accordingly it was necessary to study The informal economy sector by changing the prevailing view towards it by treating it positively, and This is what has been done by the International Labor Organization and some governments and trade union organizations, by positively addressing the phenomenon using mechanisms to achieve that. We aim through our research to try to understand the reasons of the existence of the informal economy sector, and how to find ways to reintegrate it into the formal economy in such a way that the national economy will benefit, at the same time it provides workers with social protection just like those in the formal sector.
